Recharge Wrap-up: Chevy Spark EV in Canada, Audi to use Valeo electric supercharger

The Chevrolet Spark EV will become available to retail customers in Canada. "We're expanding our electric vehicle offerings to our customers by offering the 2016 Spark EV for retail sales in the growing EV markets here in Quebec as well as in Ontario and BC," says Chevrolet's Chris Hay. Four recreational vehicle companies in Texas have settled with the EPA over illegal import and sale of off-road vehicles. The 4,000-plus Hammerhead brand vehicles in question were imported without the proper certification, a violation of the Clean Air Act. Some vehicles lacked proper emission control equipment or were manufactured by a company not listed on the certificate application. The settlement totals $560,000 in civil penalties for the companies involved. Read more from the EPA. The Iowa Supreme Court has upheld the state's natural gas tax, which was challenged by the ethanol industry. Ethanol producers, which use natural gas to make ethanol, argued the complicated tax was unconstitutional, as it forced certain plants to pay more than their competitors. Taxes vary by location, and some plants have to tap into interstate pipelines at much higher tax rates rather than get it from a local utility. Now, ethanol producers will work to change the law. "My hope is that people understand that, something may be constitutional but that doesn't make it good public policy," says Iowa Renewable Fuels Association Executive Director Monte Shaw. Read more at Manufacturing.Net. Audi will use Valeo's electric superchargers to improve fuel economy and acceleration. Valeo says Audi will launch a vehicle using its electric supercharger next year, with other reports suggesting that car will be the Audi Q7. The company says other unspecified automakers will also use the technology in their vehicles. While the electric supercharger adds to the vehicle's cost and electric energy use, it can improve fuel economy by as much as 20 percent. Read more at Automotive News Europe. New Takata problem results in recall of 414 GM vehicles

An airbag-inflator rupture discovered by Takata during testing has resulted in a new recall affecting 414 vehicles from General Motors, including 395 of them in the US. This latest campaign covers 2015 model-year examples of the Buick LaCrosse, Cadillac XTS, Chevrolet Camaro, Equinox, Malibu, and GMC Terrain. There are no reported breaks in any of these vehicles on the road, and the company estimates only one percent of them actually have the faulty parts. According to documents submitted to the National Highway Traffic Safety Administration (as a PDF), one side-airbag inflator failed a cold test at -40 Fahrenheit "releasing high pressure gas and propelling the separated components apart." The supplier told GM about the failure the next day. In these vehicles, the safety device might not only burst but the bag could inflate incorrectly, as well. GM and Takata say that a cause is not yet known, but they are "conducting an investigation." GM will begin notifying affected owners via overnight mail on Oct. 19. Dealers will replace the side airbag modules on all of the affected vehicles with new components outside of the suspect lot. All of the removed parts will also be collected for further study. Takata's faulty front airbag inflators have resulted in a serious scandal for the supplier. Initial figures indicated 34 million US vehicles are need of repair, though more recent figures have knocked that down to 23.4 million bad parts in 19.2 million automobiles. GM was already among the dozen automakers with models to fix, and some of its pickups were affected, along with the Saab 9-2X and Pontiac Vibe. GM Statement: General Motors is recalling 395 cars and crossovers in the U.S. because one of the front seat side air bags inflators may be defective. In the event of a deployment, the air bag's inflator may rupture and the air bag may not properly inflate. The rupture could cause metal fragments to strike the vehicle occupants, potentially resulting in serious injury or death. GM is unaware of any incidents involving vehicles with these components, which were part of a lot in which one inflator failed acceptance testing at the supplier. Dealers will replace the side air bag module or modules in affected vehicles. Including Canada, Mexico and exports, the total population of the recall is 414, GM estimates 1 percent of the recalled vehicles may have the defect.

The Opel GT is the concept General Motors should build for the US

Now is the time. General Motors should double-down on performance cars and build the Opel GT concept that's set to debut next week at the Geneva Motor Show. Better yet, sell it in the United States as the Chevy GT. Consumers are showing a thirst for performance cars not seen in decades. Ford has them coming in waves, with everything from the F-150 Raptor to a hotted-up Fusion. FCA US is unrepentantly building loads of Hellcats. GM should respond. The General's cupboard is hardly bare. With the Corvette, Camaro, and Cadillac's V-Series, GM has more than enough to compete with its crosstown rivals and anything Europe or Japan can throw at it. But there's also an opportunity. There's not many front-mid-engine, rear-wheel-drive, two-seat sports cars out there like the Opel GT concept. A Chevy GT that used that layout and captured some of the concept car's proportions and curves would ignite a different kind of passion in enthusiasts. It would be Miata-like. With Chevy branding, this sports car would be the everyday exotic. The concept has a turbocharged 1.0-liter three-cylinder engine, which makes about 143 horsepower to motivate a structure that weighs less than 2,200 pounds. It can hit 60 miles per hour in less than eight seconds. All of those numbers are within the front-engined Miata's territory. This new Opel is inspired by two great mid-1960s concepts that helped put its design studio, and that of its sister brand, the British Vauxhall, on the map. (The GT concept is also technically a Vauxhall, as the brands are linked in GM's European strategy.) One of them, the '66 Vauxhall XVR remained a concept. The '65 Opel Experimental GT was on the road by 1968. That shows this is doable. There's precedent. The Saturn Sky and Pontiac Solstice shared a chassis with a modern GT during that trio's brief run. If GM ever makes this concept, Opel and Vauxhall should get their versions. But Chevy is the one that could make this car a global icon. Chevrolet GT. Make it happen.
