Weekly Recap: GM scales back as Russian auto market teeters

General Motors' extensive plans to scale back its Russian operations are the latest sign the automotive market in the former superpower is collapsing – and there are few signs of recovery. GM said Wednesday it will stop selling mainstream Chevrolets and shutter the entire Opel brand in Russia. The moves leave GM with a luxury-focused presence consisting of Cadillac and Chevrolet's Corvette, Camaro and Tahoe. The cutbacks will be completed by the end of the year. The automaker will also idle its factory in St. Petersburg and end a contract-assembly agreement with Russian manufacturer GAZ. "We had to take decisive action in Russia to protect our business," Opel Group CEO Karl-Thomas Neumann said in a statement. "We confirm our outlook to return the European business to profitability in 2016 and stick to our long-term goals." GM is the latest automaker to scale back in Russia as the economic conditions, volatile currency and uncertainty over the conflict in the Ukraine all have sandbagged new car sales. Last month, vehicle sales collapsed 38 percent in Russia to 128,298 units, according to the Association of European Business, which records sales. Joerg Schreiber, chairman of the AEB automobile manufacturers committee, didn't even feign optimism in a statement announcing the figures. "The market is entering a very difficult phase now, and February is only the beginning," he said. "Industry sentiment is the next few months will be extremely difficult and the market bottom has yet to be found." The dovetails with industry experts, who predict the Russian auto sector will remain in the doldrums. IHS said earlier this year it expects Russia's sales to slip to just 1.8 million units in 2015, which is a 40-percent drop from 2012. Other News & Notes Chief leads Jeep's Easter Safari stable Jeep is bringing seven attention-getting concepts to Moab for its annual Easter Safari off-roading celebration in Utah, but the Chief is perhaps the standout of the group. It salutes the 1970s Cherokee with a throwback appearance and surfer styling cues. The Chief has a custom modified razor grille made famous by the Wagoneer, and it rolls on 17-inch slotted mag wheels. The surf theme comes in with ocean blue paint, floral cloth and leather seats and a tiki-style shifter handle. Based on the Jeep Wrangler, the Chief has removable sides, a 3.6-liter V6 engine and a six-speed manual gearbox.

GM to idle car production at five factories as Americans continue CUV love affair

In case you needed another reminder that Americans have fallen out of love with sedans, General Motors today announced plans to idle five factories in January in a bid to cut its inventory to 70 days. Detroit-Hamtramck Assembly ( Buick LaCrosse, Cadillac CT6, Chevrolet Volt and Impala) and Fairfax Assembly in Kansas ( Chevy Malibu) will stop production for three weeks. Lansing Grand River ( Cadillac ATS and CTS, and Chevy Camaro) is going down for two weeks, while Lordstown, OH ( Chevy Cruze) and Bowling Green, KY ( Chevy Corvette) will go idle for a week each, Automotive News reports. GM's shutdown reflects a broader problem with the company's supply – at 847,000 vehicles, the company's supply increased unsteadily from a low of 629,000 units in January of 2016. That's more than a 25 percent increase in the past year. Citing information from Autodata, The Detroit News reports that at the end of November, GM had a 168-day supply of LaCrosses, 177 days' worth of Camaro, 170 days of Corvette, 121 days for Cruze, 119 days for ATS, 132 days for CTS, and 110 days of CT6. Meanwhile, inventory of the company's more popular vehicles is actually below the professionally accepted 60- to 70-day supply, The News reports. The Trax, Colorado pickup, and GM's full-size SUVs are sitting below 50 days and experiencing year-over-year sales increases. GM needs a rethink of its inventory levels, which is something that's apparently coming. "We're going to be responsible in managing our inventory levels," GM spokesman Jim Cain told The News. Another unnamed spokesman told Automotive News the company's day-to-day supplies would "fluctuate before moderating at year-end." But at least one analyst thinks this won't be the last time Detroit needs to stop production to level things out. "Incentives are elevated, residuals are declining, and rates are rising," Brian Johnson, an analyst with Barclays, told The News. "And while GM in particular may benefit in the months ahead from new product launches, it's important to recognize that GM's inventory is elevated at the moment, and it wouldn't surprise us if they need to announce another production cut – which could pressure the stock." GM's Buckle to Drive teen safety feature comes to more models for 2021

In 2014, GM announced a feature called "Belt Assurance," which would prevent a vehicle from being shifted out of park until the driver and front passenger had buckled their seatbelts. Initially launched on certain fleet vehicles in 2014, the feature rolled out as a free option on the 2015 GMC Sierra, Chevrolet Colorado, Cruze and Silverado. At the time, GM said it would push Belt Assurance to more models if customers took to it. That appears to have happened; come 2019, GM repackaged Belt Assurance as Buckle to Drive, part of the automaker's Teen Driver System that bundled tech such as geofencing and speed limit warnings to help parents keep track of their children's driving habits. In that implementation, the system only works when Teen Driver Mode is activated, locking out the shifter and muting the radio for 20 seconds or until the seatbelts are buckled, whichever comes first. The system shows a visual warning in the gauge cluster, too.  For this model year, the Teen Driver System came standard on 10 Chevy models, but Buckle to Drive was only allotted to the Colorado, Malibu and Traverse. Later this year, the 2021 Camaro will join the Chevys outfitted with the Teen Driver System and will get Buckle to Drive in addition. GM Authority reports that for the 2021 model year, Buckle to Drive will also be picked up by the Cadillac CT4 and CT5. Previously, the Cadillac ATS, CTS, Escalade and XTS came with the Teen Driver System, but three out of those four vehicles are no more, and the 2021 Escalade makes no mention of the Teen Driver System nor Buckle to Drive among its safety features. Elsewhere around the GM empire, the Buick Envision and Encore GX include the Teen Driver System, as do six GMC vehicles, but it's not clear when any will be upgraded with Buckle to Drive. The tech could help save numerous teenagers' lives. On its page of teen crash facts, the Centers for Disease Control and Prevention writes that roughly 300,000 teens between the ages of 16 and 19 ended up in emergency rooms to treat crash injuries in 2017. Furthermore, "only 58.8% of high school students always wore seat belts when riding as passengers," and, "Among young drivers aged 15-20 who died in car crashes in 2017, almost half were unrestrained at the time of the crash (when restraint use was known)."
