Weekly Recap: Auto execs face life in prison for recall delays under proposed legislation

The stiff punishments are part of broader transportation legislation, but clearly McCaskill has automakers in her sights.
Missouri Senator Claire McCaskill threw down the gauntlet this week, proposing a bill that could send auto executives to prison for life if they were found to have delayed a recall. She also wants to eliminate the limit for fines for auto safety violations, which are currently capped at $35 million.

A million insects lost their lives today. Boxelder bugs and mayflies making the ultimate sacrifice in Elkhart Lake, their carapaces no buffer against a rocketing rectangle of safety glass. Their bodies gorily streaking into spangles along the diamond-faceted face of the Cadillac CTS-V. Road America is a four-mile ribbon of pavement snaking its way through the emerald center of the country's northern heartland. But today it's just me turning laps. Inconceivably just one journalist, driving the baddest roadgoing Cadillac ever made, on one of the loveliest circuits America has ever carved out. So big-winged bugs made it out to me in a vast array and a tragic sum, and I drilled through them oblivious to anything but one of the greatest days of driving I've ever had. The words "epic" and "awesome" are hilariously overused on the Internet, but in the case of the CTS-V's 6.2-liter supercharged V8, their literal meanings are fitting. The capacity to produce 640 horsepower and 630 pound-feet of torque is astounding. Feeling those outputs come to growling life under my foot arch, uncorks different reactions in my brain as the day wears on: first trepidation, next cautious optimism, finally red-eyed bloodlust. A glance at the power and torque curves will show you that the charged V8 behaves more like a naturally aspirated thing than a turbo'd on/off switch. Peak torque arrives at 3,600 rpm, horsepower at 6,400, giving the engine lovely, linear power delivery. Even with top torque happening near the middle of the tach, there's no small amount of the stuff when the engine first spins up, so launching all 4,145 pounds of Detroit iron still feels exotic. On the roads around Wisconsin, using all of the available power is hardly advisable, but I have no trouble driving this fast car slowly (sort of).

Recharge Wrap-up: Free chargers for Canadian ELR buyers, Renovo gets funding for EV supercar

Chevrolet offers versions of its Express passenger van with B20 biodiesel and E85 capability. Customers can buy the van with the Duramax turbodiesel V8, which is compatible with the 20-percent biodiesel blend. There is also a FlexFuel V8, which can use the 85-percent ethanol gasoline blend. Early buyers of the Cadillac ELR in Canada will get a 240-volt charger installed at their home for free. It should help convince some buyers to adopt the range extended luxury EV. Cadillac's Chief Marketing Officer Uwe Ellinghaus says, "Professional installation of the fastest home-charging unit is a natural way to mark the introduction of ELR to the luxury market." Read more in the press release below. Renovo has received venture capital funding from California-based True Ventures to build its Coupe electric supercar. The impressive EV, with its 500 horsepower and 1,000 pound-feet of torque, is an inspiring vehicle built by a promising company, according to its financial backers. Toni Schneider of True Ventures says that Renovo has "created incredibly advanced technology and a beautiful machine that is well positioned to disrupt the automotive market." Read more in the press release below. Renault says it will build its Fluence ZE electric car in China for an unnamed brand, pending government approval. Chief Executive Carlos Ghosn announced the plan at a test drive event in France on Monday. Renault has a partnership with Dongfeng Motors to build and sell its cars in China. Read more at Reuters. Germany has lifted its ban on Uber. While the German court believes the ride-hailing service is operating illegally without proper licensing for drivers, it says Taxi Deutschland waited too long to file the case against Uber. A new report from UC Davis claims that a global expansion of public transit could save 1,700 megatons of carbon dioxide yearly and over $100 trillion by 2050. A "high-shift scenario" would be necessary, wherein governments invest in rail and clean buses, expand biking and walking infrastructure and shift focus away from projects that encourage car use.
