U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

The Envision has been a frumpy and rather boring looking crossover since its launch for the 2017 model, and now GM has remedied that sticking point. This new made-in-China (the first Buick sold in America that was assembled there) crossover is full of sharp edges, muscular lines arcing through the body and crisp lighting fixtures. If this is a hint of things to come at Buick, we are quite optimistic for the future of its crossover designs now that the cars are dead. “The 2021 Envision will be lower and wider, with premium proportions and striking styling designed to combine the expressiveness of a car with the practicality of an SUV,” said Helen Emsley, executive director, Global Buick and GMC Design. Perhaps youÂ’re hoping for additional details? We only have a few. Buick says it will be powered by a 2.0-liter turbocharged four-cylinder, and shifting duties will be handled by a nine-speed automatic transmission. ItÂ’s likely the same 2.0-turbo that makes 252 horsepower and 295 pound-feet of torque in the outgoing Envision. ThereÂ’s no word on the 2.5-liter naturally aspirated four-cylinder model, but itÂ’s likely being dropped from the lineup. There are no interior photos, but itÂ’ll have a 10-inch infotainment screen in the center that comes with Apple CarPlay and Android Auto functionality as standard equipment. There will also be a number of safety and driver assistance features tacked on as standard including lane-keeping assist, forward collision warning with automatic emergency braking and pedestrian detection, rear parking sensors and GMÂ’s safety alert seat that pulses directionally for alerts. Some options include a 360-degree camera, front parking sensors, rear cross-traffic alert, blind-spot warning, head-up display and GMÂ’s rearview camera mirror. Buick also says the Envision will be available in their top-tier Avenir trim. Other details will have to wait for later in the year, as Buick says all will be revealed at some point down the road. GM offering factory-backed extended warranty for Chevys, GMCs, Buicks and Cadillacs

Cars are generally more reliable than ever before. When things do go wrong, every automaker offers some form of factory warranty (in most cases at least three years and 36,000 miles, though many extend even longer), providing peace of mind to new-car buyers that many faults will be fixed at no charge to the customer. Starting today, GM is offering a new optional plan that will extend the factory warranty on all new Chevy, GMC, Buick and Cadillac products. In the past, extended warranties have been offered as dealer add-ons, with all profits from these sales going to the dealership. GM's new program can be viewed as another nail in the the looming dealership-model coffin. According to Automotive News, some dealers aren't happy to see GM cut into their business like this, saying that it helps GM far more than it does dealers. GM says the new program will help keep customers in the GM family. Customers are also more likely to visit a GM service center rather than going to an independent repair shop. Currently, new Chevy and GMC vehicles come with three-year/36,000-mile warranties. Buicks and Cadillacs are covered for 4 years or 50,000 miles. The new program extends Chevy and GMC warranties to five years or 60,000 miles. Buick and Cadillac warranties extend to six years or 70,000 miles. GM, citing IHS Markit, says most owners keep new cars for about 6.8 years, so these warranties will cover most of the length of their ownership. The extended warranty will add between $1,000 and $2,000 to the price of a vehicle, and the additional cost can be rolled into the vehicle's purchase or lease price. Unlike many dealer extensions, the factory program covers the vehicle no matter who owns it. That should help increase the car's resale value if it's sold within the covered timeframe. GM says there's no deductible and no need to file a claim form when getting warranty repairs. Additionally, dealerships can continue to sell their own extended warranties or service contracts.
