GM seeks to exempt Buick Envision from U.S. auto tariffs

General Motors is seeking an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility, the automaker said on Thursday, in a move to prevent the key model in the brand's U.S. lineup from becoming a victim of the U.S.-China trade war. The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. The Envision, assembled only in China, last year accounted for about 19 percent of Buick brand sales in the United States. GM said in a statement that it filed the request on July 30 with the U.S. Trade Representative. An official notice was posted on Thursday on the regulations.gov website, which is tracking requests for exclusions from the so-called Section 301 tariff on certain imported goods from China. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said the "vast majority" of Envisions, about 200,000 a year, are sold in China. About 41,000 were sold last year in the United States. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such midsize crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. GM has taken other steps to soften the blow of tariffs, which hit just as the automaker had lowered the price of the Envision to make it more competitive. Ahead of the July 6 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate. Envision sales from April through June plunged to just 7,000 vehicles, while inventories climbed to more than 13,000 vehicles at the end of June. At the current sales rate, the Envision supply should be enough to keep many dealers stocked through the end of the year. GM had lowered prices by as much as $2,500 on the 2019 models, which it started shipping in late April. That means Buick's 2,000 U.S. dealers should have lower-priced Envisions to sell well into the fall. "The previous price point was too high" on the 2018 Envision, said Casey Clark, sales manager at Serra Buick GMC Cadillac in Washington, Michigan, in an interview.

GM cutting Chevy Sonic, Buick Verano production by more than 20%

General Motors' Orion Assembly plant in Michigan is seeing even more production cuts this year to further reduce inventories of the Chevrolet Sonic and Buick Verano. These latest adjustments mean layoffs for about 100 workers in phases starting in July. "GM Orion Assembly will adjust plant production capacity to better align with market demand," the company said in a statement announcing the change. Through May, sales of the Sonic are down 28.5 percent to 29,082 vehicles, and the Verano is off 15.6 percent, with 15,279 sold this year. According to unnamed plant insiders speaking to Automotive News, the assembly rate is slowing at Orion Assembly from the current 33 cars an hour down to 26 an hour, a 21-percent reduction. GM is also reportedly going to keep the plant idle for three weeks during the normal summer shutdown, rather than the usual two. Earlier in the year, the factory was idled for two weeks due to excess supply of the Sonic and Verano. In March, it was closed again for several days for the same reason. The Orion Assembly plant is the future home to the line for the Chevy Bolt EV. GM Statement: GM Orion Assembly will adjust plant production capacity to better align with market demand. 2020 Buick Encore GX pricing makes it a better bargain than the smaller Encore

In April, Buick revealed the Encore GX at Auto Shanghai. At the time, we thought there was a chance the slightly larger GX would supplant the Encore in the U.S. By August, we learned that wouldn't happen, the Encore GX slotting into the lineup between the Encore and the Envision. With nearly $8,000 between the starting prices of the Encore and the Envision, there'd be plenty of room for the GX to find a good home leaving plenty of MSRP daylight between the crossover bookends. That doesn't appear to be what's happened, though. CarsDirect got hold of an early order guide for the Encore GX, and writes that the Encore GX in Preferred trim will cost $24,100 before a $995 destination charge, totaling $25,095. That's $900 more than the entry-level Encore in 1SV trim, but $500 less than the Encore in comparable Preferred trim.    The Encore offers an intermediate Sport Touring trim between Preferred and top-level Essence trims. The Encore GX will come in an intermediate Select trim, which CarsDirect didn't mention a price for. Stepping up to the top Essence variant with front-wheel drive costs $29,495 for the Encore GX, $800 less than a similar Encore, which costs $30,295.   If these are the figures that show up on dealer lots, the Encore GX seems like a no-brainer. The Encore rides on an older GM platform called GEM, for Global Emerging Markets, the GX model is built on GM's new VSS-F architecture. Both are fine looking vehicles, but the GX is a little more handsome. The Encore offers one engine, a 1.4-liter four-cylinder with 138 horsepower and 148 pound-feet of torque, shifting through a six-speed transmission. The base engine on the Encore GX will be a 1.2-liter turbocharged three-cylinder with an estimated 137 hp and 166 lb-ft, shifting through a CVT. The second GX engine is a 1.3-liter turbocharged three-cylinder with an estimated 155 hp and 174 lb-ft, optional on the front-wheel drive Select and Essence trims, standard on every all-wheel-drive model. That more powerful motor shifts through a nine-speed automatic.  As if all that weren't enough, the GX's reason for being is that it offers more room. An additional three inches in length provides an extra 4.7 cubic feet of cargo room behind the second row. The GX wins on safety, too, coming standard with tech like forward collision alert, lane keep assist, lane departure warning, and automatic emergency braking.
