2013 Buick Encore nets strong IIHS, NHTSA safety scores

After being crushed from every which way and rolled over like a labrador, the 2013 Buick Encore has been named a Top Safety Pick by the Insurance Institute for Highway Safety. To earn the accolade, a vehicle must achieve the highest rating of "Good" in each of the institute's four main crash tests: Front Moderate Overlap, Side, Rollover and Rear. The Encore aced those four tests with "Good" ratings, but missed out on the coveted Top Safety Pick+ designation by receiving a Poor rating in the institute's new Front Small Overlap test. To be named a Top Safety Pick+, the Encore would need to score at least an "Acceptable" rating in the new test, as well as "Good" in all four original crash tests.
Despite the miss, the Encore joins the Enclave, LaCrosse, Verano and Regal as Top Safety Picks all. If you count only the Encore with all-wheel drive, then all five Buicks have also earned five-star overall ratings from the National Highway Traffic Safety Adminstration, making Buick one of the few manufacturers to offer a full lineup with high scores from both safety rating organizations.
The front-wheel-drive Encore, despite performing equally as well as the all-wheel-drive version in NHTSA's crash tests, only earned four stars overall. As far as we can tell, the discrepancy between the two is because some safety equipment, like Forward Collision Warning and Lane Departure Assist, are optional features on the FWD Encore and standard on the AWD model.

GM recalling 316k vehicles due to headlamp faults

General Motors has announced a recall covering 316,357 vehicles globally, due to the possibility of sporadic or permanent failure of the low-beam headlamps. 273,182 of these vehicles are in the United States, while the remaining affected units are in Canada, Mexico, and elsewhere. This recall includes the 2006-09 Buick LaCrosse (pictured above), 2006-07 Chevy TrailBlazer and TrailBlazer EXT, 2006-07 GMC Envoy and 2006 GMC Envoy XL, 2006-07 Buick Rainier, 2006-08 Saab 9-7X, and 2006-08 Isuzu Ascender. In an email sent to Autoblog, General Motors explains that if the headlamp driver modules are not functioning correctly, "the low-beam headlamps and daytime running lamps could intermittently or permanently fail to illuminate." GM states that this problem does not affect things like high-beams, turn signals, marker lamps, or foglamps. As of this writing, GM states it "has not been able to confirm whether the HDMs in these vehicles caused any vehicle accidents." PSA's purchase of Opel from GM is expected to be finalized soon

PSA's purchase of the Opel/Vauxhall division from General Motors is expected to be officially announced on Monday, according to The New York Times. PSA, the parent company of European automakers Peugeot and Citroen, will reportedly hold a joint press conference with GM in Paris to announce the deal. GM has worked as part of an alliance with PSA in Europe since 2012. The deal could be a big boon for both companies. For PSA, the addition of Opel and Vauxhall into its fold would catapult the automaker into second place behind Volkswagen for European marketshare, and would allow the company to spend research and development costs across a greater number of vehicles. And GM, which has struggled in recent years to turn a profit with its European division, would be able to focus more squarely on the areas where it's most profitable and to invest in future technologies like automation. But the deal isn't without its potential pitfalls, primarily for PSA. GM hasn't been able to make a success of Opel and Vauxhall, and it's not a sure bet that PSA will, either. What's more, the addition of Opel and Vauxhall doesn't expand PSA's reach any further into new markets, like China or India. The NYT cites data from Ferdinand Dudenhoffer, a professor at the University of Duisburg-Essen in Germany, showing that 70 percent of PSA and Opel business is done in Europe, a market that has been shrinking since 1999. We'll have to wait a few days to see exactly how the deal between PSA and GM will be structured. We're also curious to see how the loss of Opel may affect GM's lineup in the States, especially for Buick, since the company's Regal sedan is based on the European Opel Insignia.
