Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Daimler, BMW, Audi consortium nabs Nokia maps for $2.72B

A consortium of German automakers made up of Daimler, BMW, and Audi has reportedly banded together to buy Nokia's Here mapping division for the equivalent of about $2.7 billion. The particulars of the deal aren't yet official but could be announced at the end of July. Reuters claims that this info comes from anonymous insiders speaking to Manager Magazin in Germany. It might be too soon, however, to declare a buyer. Reuters also spoke to two other insiders, and they said that no deal has been completed yet. None of the firms involved has officially spoken about the negotiations. Some of the other bidders for the division have reportedly bowed out. Here is a high-definition digital mapping company that controls about 70 percent of the auto market. The company has a fleet of vehicles with cameras and LIDAR (pictured above) to generate all of the necessary information. It also partners with trucking companies to use their GPS data. Nokia started looking for potential buyers for Here earlier this year. Tech giants that reportedly included Uber and Apple were rumored to be interested, while German automakers also teamed up to submit a joint bid in part to protect their access to the maps. On paper, Here is only valued at around $785 million, but a sale in the billions now seems assured. New Forza 6 car pack adds 1,000 hp German race truck

Today, Forza Motorsport 6 continues its pattern of monthly updates with seven new cars in the Turn 10 Select Car Pack. The diverse group of cars spans nearly 60 years of motoring history with a combination three street and four track cars from Germany, Italy, the UK, and the UK. Turn 10 Studios will also release an update that brings back Monza, Catalunya, and the Circuit of the Americas tracks. The seven vehicles in the pack are the 1957 BMW Isetta 300 Export, the 1969 Ford Brawner Hawk III, the 1980 Fiat 124 Sport Spider, the 2014 Jaguar #14 Emil Frey GT3 Jaguar XK, the 2014 Chevrolet #4 ROAL Motorsport RML Cruze TC1 WTCC, the 2015 Mercedes-Benz #24 Tankpool24 Racing Truck, and the 2015 McLaren 570S Coupe. The BMW, Fiat, and McLaren all represent iconic vehicles for their respective brands. While the BMW may not be fast and the McLaren is the baby of the brand, their importance can't be overstated. It also can't be a coincidence that Fiat is releasing an all-new 124 Spider, now based on the Mazda MX-5 Miata, just as Forza is adding in a version of the original. The racecars share a similar iconic nature. The Ford Brawner Hawk III won the 1969 Indianapolis 500 with Mario Andretti at the wheel. The team behind the GT3 XK has ties with Jaguar going back decades. The Chevrolet Cruze is one of the most successful cars in the history of the World Touring Car Championship. Finally, the Mercedes-Benz racing truck was added because the developers saw them in real life and thought racing these big trucks would be cool.
