Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW 4 Series Gran Coupe spotted wearing minimal camo, M Sport pack

The new BMW 4 Series is essentially the coupe version of the latest 3 Series. So it would stand to reason that the four-door version of the 4 Series, in turn, would be the 3 Series - right? Well, yes and no.
Just as BMW offers both a 5 Series sedan and a four-door version of the 6 Series called the Gran Coupe, so, too, will its 4-Series family expand. So following the release of the new 4 Series Convertible, here we have the latest batch of spy shots showing the upcoming 4 Series Gran Coupe - which in turn should not be confused with the hunchbacked 3 Series Gran Turismo, which is more of a sporty wagon than a four-door coupe.
The nearly ready test vehicle pictured here is wearing only minimal camouflage to hide some last few details, but also appears to be wearing the M Sport package that will bridge the gap (at least, visually speaking) between the base models and the M4 Gran Coupe that is all but certain to follow.

A Purer Than Ever Sort Of Driving Pleasure
This all started back in 2007 when the megacity urbanization trend hit full stride and BMW began brainstorming the 2020 future of mobility. The product was thus originally called the BMW MegaCity vehicle. Then the 'i' division of BMW was officially born in 2011, and we have since been exposed to various "leaked" images and official prototype unveilings of both this i3 and the i8 eco sports car. The latter (called i12 in the halls of Munich) was originally called the Concept Vision Efficient Dynamics and presented as a diesel-hybrid.
The time is now upon us for the market launch of the plug-in i3 (called i01 internally). The wider motoring public already has its opinions and BMW is listening to all of them, so there's a bundle of nerves around these limited drives of the i3 for a select few members of the media, Autoblog included. We came to an airfield outside of Munich and were handed an i3 test car to drive around a set course filled with blue- and white-striped cones. BMW tech experts were everywhere and some of the discussions around the various technical displays even got a little heated.
