Recharge Wrap-up: E15 could help smog woes, MPG average at all-time high

A new study shows that using an E15 blend instead of regular gasoline would reduce smog in Chicago. Increasing the availability of the 15-percent ethanol blend could help reduce carcinogenic air pollution and improve air quality, particularly on the city's South Side. The study found that E15 reduces the risk of cancer by 6.6 percent. It also reduces greenhouse gas emissions 1.5 percent compared to a 10-percent ethanol blend. Read more at Domestic Fuel. Fairmont Beijing is offering hotel guests a chance to experience BMW's i cars. For the next three months, guests needing airport transfers will be picked up in one of the German automakers electric vehicles. Also, those who choose the hotel's "Passion Package," which includes transportation in one of the cars or on a BMW bike, and a private guided tour of the 789 Arts District and the Peking opera house as well as tickets to an opera performance. Visitors will learn about the technology behind the all-electric race series and the racecars, including the safety and performance aspects. The goal of the four-day shows is not only to entertain and educate people, but also to generate interest in electric and hybrid vehicles in hopes that drivers will consider adopting electric cars themselves. Read more at Formula E's website. The average fuel economy of new vehicles has reached a new high of 25.8 miles per gallon, according to the University of Michigan. The school's Transportation Research Institute (UMTRI) used the window sticker ratings of the vehicles to reach that number for the month of August. That's 0.2 mpg higher than July, and 5.7 mpg higher than October 2007, when UMTRI began recording the data. The group also found that average emissions per driver are down by 22 percent since October 2007. Read more at Green Car Congress. The United States Advanced Battery Consortium has awarded a $667,452 development contract to battery maker Xerion. The contract - a 50-percent cost share co-funded by the US Department of Energy - is for a 15-month program to develop next-generation batteries for plug-in hybrids. Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. Recharge Wrap-up: Renault's electric motors, BMW i3 is AM free

Why isn't AM radio offered in the BMW i3? Some drivers – particularly those interested in local traffic reports – have noticed its absence. BMW says that the electromagnetic interference from the electric drivetrain caused poor performance, and that while reception wasn't always terrible, it wasn't up to their standards. Rather than have customers complain to their dealers, who would be unable to do anything for them, BMW has disabled AM reception in the i3. Some customers have hacked their cars in order to enable the AM radio, despite possible warranty issues, and have found the reception to be acceptable. Read more at Green Car Reports. Saab's current parent company, National Electric Vehicle Sweden (NEVS), broke ground for production and R&D facilities in Tianjin, China. The facilities are part of joint ventures with the city of Tianjin and State Research Information Technology (SRIT). In addition to investments of over $190 million from SRIT and Teamsun, NEVS has received $1.6 billion in credit from the Bank of China to develop its business there. The new Tianjin factory will have a capacity of 200,000 new energy vehicles per year. The facility in Trollhattan, Sweden will provide manufacturing planning, training, and product supply for the Tianjin plant. Read more at Green Car Congress, and in the press release from NEVS. Renault is building the new R240 electric motor for the Zoe at its Cleon plant. The plant and its employees, which specialize in the Energy dCi diesel engine, have adapted to produce high volumes of the electric motor as well, including a 6,000 hours of training for the staff and millions of dollars in investments. "We aim to become the leading powertrain plant for the Alliance," says Cleon plant director Mendi Ammad. The plant is capable of producing 50,000 units of the R240 motor per year, with that number expected to double in the future.
