Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW M4 to debut in Detroit, lose manual transmission

BMW took the wraps off its M4 Concept at Pebble Beach last weekend, and many speculated that the highly anticipated production version of the sleek new two-door sports coupe would debut at the Los Angeles Auto Show later this year. But a well-placed source tell Autoblog that the E92 M3's successor won't arrive in Southern California this November. Instead, the German automaker will wait until the Detroit Auto Show in January for its first official reveal.
An all-new 3.0-liter inline-six with twin turbochargers is expected under the hood, and it should provide about the same horsepower as the current 4.0-liter V8 (rated at 414 horsepower), but with much more torque that arrives lower on the tachometer. The lightweight engine is said to have an impressively high redline, which is unusual for a turbocharged engine.
Unfortunately, Save the Manuals members aren't going to like this next bit of news. After four generations of three-pedal M3 models, our source says the upcoming F82 M4 will arrive with a dual-clutch transmission (DCT) as standard equipment - with no manual option - just like the latest iteration of the track-ready Porsche GT3 (few have complained about the automaker's PDK after driving the latest sports car from Stuttgart). In exchange for some moans, groans and gripes from enthusiasts, BMW's DCT mounted aft of the M4's inline-six will provide quicker acceleration and improved fuel economy.

BMW sets Guinness record for longest drift with new M5 [w/video]

In September of 2011, Chinese drifter Wang Qi broke the Guinness record for the world's longest sustained drift, doing 13 laps inside the Olympic Center Stadium in Tianlin, China for 5,802.3 meters. That was broken in February of this year by Abdo Feghali in Abu Dhabi drifting a new Chevrolet Camaro around a skidpad for 11,180 meters - almost seven miles. In March, BMW decided it wanted the record "back in the US," and set up a course at its BMW Performance Driving School near Greenville, South Carolina to get the job done. On May, 11 it was Mission Accomplished when Performance Center driver Johan Schwartz drifted an M5 around a skidpad continuously for 51.3 miles.
Despite that accomplishment, we're pretty sure that professional drifter Vaughn Gittin, Jr. isn't impressed. The way Guinness defines "drifting" can also describe a donut, which is effectively the kind of drifting that's been done for these last three records. BMW went even further by watering down the surface of the track, reducing the skill required and the need to change tires during the effort. On the other hand, you can't drift a car for long in a straight line, but perhaps there should be some clarification or classifications added to the milestones.
