Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. 2015 BMW X3 gets a new nose, diesel power

The second-generation BMW X3 launched in late 2010, and while it's never really wowed us, it's still a solid offering in a highly competitive class. In an effort to keep things fresh, BMW has given its X3 a nip/tuck for the 2015 model year, but perhaps the biggest news (for the US market, anyway) involves what's found underhood.
In addition to the 2.0-liter turbo-four and 3.0-liter turbo-six, BMW will now offer an X3 xDrive28d, fitted with - you guessed it - the 2.0-liter turbodiesel inline four-cylinder engine found in the 328d sedan. Output for this engine is rated at 180 horsepower and 280 pound-feet of torque, and BMW says this oil-burning mill will help the X3 reach 60 miles per hour in just under eight seconds. The automaker hasn't released any information about real or predicted fuel economy figures for the diesel X3, as yet.
What's more, BMW will once again offer a two-wheel-drive X3 in the States - the sDrive28i. Pricing for the refreshed 2013 X3 starts at $39,325, not including $925 for destination. BMW ready to bring more i3, i8 plug-ins to US

BMW has found a receptive audience for its first batches of plug-in vehicles in the good 'ole USA. The German automaker, which started selling its first mass-produced i plug-ins in Europe late last year, will send a higher percentage of those vehicles to the US because of strong demand here, according to Automotive News, which talked with BMW executive Ian Robertson. And the Americans might cause Bimmer to speed up production, to boot. BMW makes the i3 electric vehicle and i8 plug-in hybrid in Germany, and has sold about 10,000 units of the former and 280 of the latter worldwide. Since August, BMW has been selling about 1,000 i3s a month in the US (it sold just 58 i8s in September). The bigger story, though, may be that Bimmer has sold out of its US allocation of i8s through the end of next year. Pretty heady stuff for a car that starts at around $137,000. Currently, BMW builds around 100 i-series vehicles a day in Germany, and may speed up production of the i8 for the aforementioned reason. As for the i3, which comes with an option of a gas-powered range extender, we'd reported earlier this year that the waitlist for that model had grown to about six months.
