Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW exec says public chargers not important for EV success

What has BMW learned from years of electric vehicle test programs and working with Mini E drivers and the ActiveE Electronauts? According to BMW board member Herbert Diess, it's that public charging is not an important piece of the puzzle of making EVs a success. The way those early EV drivers used their vehicles told BMW that, "public infrastructure is not really very important because most people are charging their cars at home," Diess recently told Wards Auto. It's a message we've heard before. Diess' personal experience fits with this conclusion, he said. After driving his company's new i3 city EV for over a year, "not once have I touched public charging." Of course, the i3 does let the driver search for public charging stations and BMW has a partnership with ChargePoint, and Diess is not hinting that BMW is totally against the idea of public charging. Still, Diess' comments are not likely to find a warm welcome with everyone in the EV scene. An August 2012 UCLA study titled "Financial Viability Of Non-Residential Electric Vehicle Charging Stations" (PDF) clearly states: Adoption by consumers will largely be a function of the electric vehicle charging options available. Studies show that most EV charging currently takes place in the home (Carr 2010). Even so, in order for EVs to gain widespread consumer adoption, it is critical for an infrastructure of electric vehicle supply equipment (EVSEs) to exist outside the home. Even BMW's own electric drivers have been sending mixed messages. In 2010, a study of Mini E drivers found that 87.5 percent said a public charging infrastructure is necessary, though 75 percent later said they could manage without such a network.

Recharge Wrap-up: Venturi to break electric world record, app shows where bike lanes are needed

Electric automaker Venturi hopes to post a new electric land speed record this week, despite Bonneville Speed Week being cancelled. The VBB-3, developed with Ohio State University, is powered by two 1,500-hp electric motors. If the salt flats are sufficiently dry, the team hopes to set a new electric world speed record of over 600 kilometers per hour (373 mph), and possibly 700 kph (435 mph). The Venturi BB-2.5 set a record of 495 kph (307 mph) in 2010. Read more at Electric Autosport, and keep abreast of Venturi's progress at its Twitter account. A new app is trying to fix Wiesbaden, Germany's bike problem. A bike organization named the city the worst in the world for cycling. In response, a local group developed an app that uses crowdsourced routes to suggest where bike lanes and paths should go. The app tracks users routes as they ride, and maps them to show where the city could benefit from improving its infrastructure. BMW has delivered the first i8s at the Pebble Beach Concours d'Elegance in California. The first customers include Roger Penske, Rick Hendrick and Tony Fadell (founder and CEO of Nest). The lucky new owners were also treated to a gourmet meal from Chef Thomas Keller, who was also among those to receive the i8 at the event. As mentioned, BMW also auctioned off a special edition i8 at Pebble Beach for $825,000, considerably more than the car's base MSRP of $135,700. Read more in the press release from BMW, below. Uber's Berlin ban has been suspended by a local court. The city banned the car-hailing app for failing to meet passenger safety standards. The court will now decide whether to uphold the ban or toss it out. This was the second time this year that Uber had been deemed unlawful in Berlin. Uber continued to operate throughout its ban, despite threats of fines. If upheld, Uber could be fined $34,000 for picking up a passenger. Read more at The New York Times.
