Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW i8 added to exotic Dubai police fleet

Apparently the Dubai Police is ready to start expanding its vast collection of exotic cars yet again. After taking a little while off from new purchases, the cops there recently added a Lexus RC F to the stable, and now the force has gone green – well, kind of. The latest high-performance vehicle to wear the green and white livery is a BMW i8. While the video above isn't in English, the clip is self-explanatory by showing off officials getting out of the high-performance hybrid coupe and taking a walk around it. With a total output of a mere 357 horsepower, the i8 is practically the economy entry in the Dubai Police fleet that includes a Bugatti Veyron and McLaren MP4-12C. Mini Vision Next 100 Concept: It's the autonomy, stupid

The concepts that Mini and Rolls-Royce showed off today – the Vision Next 100 Concept and 103EX, respectively – are all about autonomy. The Rolls-Royce doesn't even have a place for a "driver." And even though both are very much blue sky concepts, corporate parent BMW thinks it will make fully-autonomous cars within the next five years. That's according to Peter Schwarzenbauer, Member of the Board of Management of BMW AG, MINI, BMW Motorrad, Rolls-Royce, and Aftersales BMW Group, who also told us that both cars, at least in concept, are fully electric. The Rolls-Royce has dual-drive, 250kw motors mounted fore-and aft, on front and rear axles. While the Rolls is clearly a luxury concept for the monied few, the Mini is very much focused on a shared economy. Holger Hampf, Head of User Experience, BMW Group, said the chief design challenge of a car-sharing world is producing a car that could in theory mean different things to different borrowers. You get exclusivity because each car would morph according to the borrower's desires. BMW/Mini already have a car-sharing program in London called DriveNow, and a pilot program in Seattle called ReachNow, focused on the idea of shared exclusivity. ReachNow, which allows Mini/BMW owners to lend their cars out in an AirBnB-type scheme or to borrow "fleet-style cars," are immutable – however the car that was ordered is what the borrower or the owner will get. That's great if you're the owner, but it's also challenging for both anyone who'd buy that car used or for anyone borrowing the car. And if the future of most cars is a shared model (Ford is now offering multi-person leases among up to six buyers in a pilot program in Austin, Texas), customization is impossible. The result is what Schwarzenbauer derogatorily calls "normed." He says carmakers have to relearn to brand for a world where ownership is devalued but customization is key. To that end the MINI VISION NEXT 100 is "skinned." We've seen this before with the BMW NEXT concept that was revealed at the NY Auto Show this past spring, and the idea is to use the exterior of the car as a canvass that changes according to setting.
