Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW i3 configurator is so advanced it's replaced trim levels

BMW's electric i3 is slowly marching its way to dealers. It might not be happening quite fast enough for customers, though. For you anxious individuals, head over to the BMW consumer website and build your ideal i3 in the new configurator.
Before we talk about all the stuff this build tool can do, we need to address the naming of BMW's trim levels for the EV hatchback. The 328i, for example, is available in Sport Line, M Sport Line and Luxury Line. That's good; it makes sense. The i3, though, has Giga World, Tera World and Mega World. Seriously. We've no idea what BMW was thinking when it came up with this (this is the same company that regularly uses the phrase "Sport Activity Vehicle," so...).
Silly names aside, let's try and translate where each trim fits in. The Mega World is the base trim. The Giga, at $1,700, adds stylish leather-and-wool seats in a clean two-tone color scheme, along with 19-inch wheels and a leather-covered IP. The Tera World demands $2,700, but makes up for it with its own 19-inch wheels and a full leather interior. Both lines (worlds?) add satellite radio and eucalyptus wood trim.

BMW 2 Series Active Tourer pulls its way onto the stage

We know what you might be thinking: here comes another BMW with yet another kind of roofline. Only this isn't just another BMW. It's the first front-drive BMW, and the first time we've ever seen it in person.
That model, of course, is the new 2 Series Active Tourer, debuting here in Geneva as the production version of the Concept Active Tourer and the beefier Concept Active Tourer Outdoor that followed. It shares about as much with the 2 Series Coupe as a jelly donut, but takes BMW into a new market segment - that of the high-roofed hatchback (or micro-minivan, depending on your perspective) occupied by the likes of the Mercedes-Benz B-Class and Volkswagen Golf Sportsvan.
Power comes from a choice of 1.5-liter turbo three, 2.0-liter turbo four or 2.0-liter turbodiesel - but aside from the forced-induction engines what they all the versions have in common is what makes the 2 Series Active Tourer newsworthy: they all sit up front, driving the front wheels. It's an idea BMW purists might not appreciate, but one we'd all better get used to just the same.
