Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Motor Trend first to compare Jaguar XE and BMW 3 Series

How many automakers have loaded up how much ammo and taken how many shots at the BMW 3 Series? Yet here we are, decades on and at least a decade away from the 3 Series' halcyon days, waiting for someone to give the sport sedan something beyond a flesh wound. In this most recent episode of Head 2 Head, Johnny Lieberman goes to Spain to figure out if the Jaguar XE is the sedan to do it. Here the champion wears the guise of the 335i M Sport, powered by a 3.0-liter, turbocharged, inline-six with a square 300 horsepower and 300 pound-feet of torque run through a ZF eight-speed transmission. After a short time behind the wheel Lieberman quotes from a familiar hagiography, saying it's evident "just how great this car is and why it defines the segment." The all-aluminum challenger from Jaguar comes in XES trim, meaning a 3.0-liter, supercharged V6 with 340 hp and 332 lb-ft. It uses the same eight-speed transmission as the BMW, but with different programming. According to the specs in the video, some of which are manufacturer estimates, the Jaguar is heavier, more expensive, and much thirstier at the pump. Away from the spreadsheet, Lieberman holds that the XE looks better and feels more special inside. In case you're wondering, the comparo was done before MT could get its mitts on the 320-hp BMW 340i. Lieberman says the English company spent its money on the XE suspension and it shows, but there have been other efforts from other automakers with excellent dynamic chops that weren't enough to threaten the BMW. His final assessment is that one of the two cars is awesome, and one is quite a bit better. Watch the video to find out which is which. BMW Z8, Lambo LM002 sell for $192,500 apiece in Detroit [w/poll]

Think a car are a bad investment? That all depends on what kind of car you're talking about. Because while most cars depreciate in value as soon as you drive them off the lot, others can do even better than hold their value. The cars that appreciate tend to be pretty high-end exotics, but they don't have to be multi-million-dollar classics to command a premium at auction. Just look at the results from RM Sotheby's Motor City sale in Detroit this past weekend. The auction house moved a solid $7.4 million worth of metal, which is pretty impressive when you consider that – unlike events at Lake Como or Pebble Beach – not one of the lots dipped into seven figures. 1930s-era American classics performed the strongest, with Duesenbergs, Packards, Auburns and the like all fetching hundreds of thousands. But what intrigued us most were the European exotics that rounded the top ten results. Amidst the Depression-era American steel were a BMW Z8 from 2001 and a 1988 Lamborghini LM002, each of which sold for an equal $192,500. Hardly the highest figures paid for European exotics this year, but considering how much they were worth just a few years ago, they've proven solid investments. BMW only made 5,703 examples of the Henrik Fisker-designed retro Z8, of which only 2,543 were brought to the United States, where they originally sold for $128,000. The most anyone had ever paid for one at auction, according to Sports Car Market, was $184,082, just this past March at Silverstone. That makes the price achieved this weekend a new record for one of the slinkiest vehicles the Bavarian automaker has ever made, representing an impressive 50-percent increase in value over the course of fourteen years. This particular example – chassis WBAEJ13481AH60437 for those keeping track – is decked out in silver over black, with less than 15,500 miles on the odometer. This Rambo Lambo was produced early in the 301-unit production run, with the sought-after carbureted engine and 32,000 miles on the clock. It didn't set any records at the same price, other examples of the LM002 having traded over the past few years for over $200k. But considering that Sant'Agata originally charged around $120-130k for the SUV when it was new, its selling price still represents about 50-percent appreciation (leaving inflation aside).
