Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. Tesla in talks with BMW about batteries, charging collaborations

With Toyota and Daimler no longer holding Tesla shares, the electric vehicle company might be looking for a new partner – possibly a Bavarian one. In a new interview with Germany's Der Spiegel, CEO Elon Musk confirmed that he has had talks with BMW execs about future collaboration. "We are talking about whether we can collaborate in battery technology or charging stations," Musk said in the interview, according to Reuters. However, a Tesla spokesperson has tempered things by saying no formal agreements are in place at the moment. In the same interview, Musk reportedly praised BMW's use of carbon-fiber-reinforced plastic in its i sub-brand offerings, and said he would like to have a battery factory in Germany in the next five or six years. The possibility of technological cooperation between Tesla and BMW has been a hot topic this year. In June, Musk reportedly met with BMW execs, and the two companies were also rumored to have met with Nissan to discuss charging technology. When Daimler sold off its shares, there was talk of it opening the way for possible collaboration between the two automakers, as well.

2014 BMW 4 Series Coupe images leak out

Because embargoes were apparently made to be broken, images of the 2014 BMW 4 Series coupe have leaked onto the Internet ahead of the car's official debut thanks to Car Design News' Facebook page. As you'll recall, the 4 Series is the replacement for the outgoing 3 Series coupe, its nomenclature falling in line with the rest of BMW's lineup, where coupes and convertibles will be set apart from their sedan counterparts by one number.
As we can see in the photos, the 4 Series takes a lot of its design cues from the 3 Series on which it is based, but there's a lot more in the way of attractive body sculpting, and this production model stays true to the original 4 Series Coupe Concept that we saw at the Detroit Auto Show earlier this year.
We don't have official details to divulge just yet, but we can discern from the photos that the range-topping coupe will be the 435i model, likely powered by BMW's turbocharged 3.0-liter inline-six from the 335i. There will no doubt be a 428i model with a 2.0-liter turbo-four underhood, and we expect BMW to offer its xDrive all-wheel-drive system on both models. Much like the 3 Series, a variety of trim levels will be on offer, including a top-spec M Sport trim that you can see painted in Estoril Blue here.
