Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. 2015 BMW X4 is a budget X6

We won't argue that crossovers are hugely successful vehicles, with automakers working to provide functional CUVs in a wide range of sizes. But over at BMW, things are just getting out of hand, as evidenced by this new X4 "Sports Activity Coupe" that debuts here at the 2014 New York Auto Show.
BMW is seeing fit to offer vehicles in even the most niche of niches, and the X4 is no exception. Want proof? Have a look at the X4, and the compare it to the X3, the 3 Series Gran Turismo, the 3 Series Sport Wagon, and the 4 Series Gran Coupe. Aside from marginal differences in things like ground clearance and the exact slope of the hatchback, what, exactly, is the difference?
Like the other models we just mentioned, the X4 is powered by either a 2.0-liter turbo-four with 240 horsepower or a more powerful, 3.0-liter turbo-six with 300 horsepower, and unsurprisingly, power is sent to the ground exclusively via the company's xDrive all-wheel-drive system. An eight-speed automatic transmission is the sole gearbox available with either engine. All sounds very familiar, right?

2014 Dinan S1 BMW M5

The last time the Dinan name graced the pages of Autoblog, Michael Harley was waxing poetic about the S3-R BMW 1M Coupe, a car that still stands in his ranks as one of the best cars he's ever driven. And that wasn't just because it was, you know, amazing. It's because as far as tuners go, Dinan produces some seriously well-executed products. Harley said of the 1M, for example, "It was so fully formed and well-rounded that it felt like BMW itself had made it."
Eager to sample some of these wholly wonderful wares, I cleared a few hours in my Monterey Car Week schedule and booked a date with the S1 M5 you see here - the (current) daily driver of Mr. Steve Dinan, himself. But unlike the S3-R 1M the company tuned previously, the donor car in question here is vastly different and, if I'm honest, not as good. See, I adore the stock 1M in a way words cannot express, but the standard-issue M5... good as it is, there are indeed a few flaws.
But after driving the Dinan S1 M5 around the Monterey Peninsula, I can confirm two things. First, Harley's conclusion that Dinan builds products that feel 100 percent BMW-spec is absolutely true. And second, Steve and the gang haven't just created a tuned M5, they've built a better one.
