Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW pondering hardcore M4 to celebrate 100 years?

2013 is the year for Lamborghini, Aston Martin and the Porsche 911, but 2016 will be the year for BMW. That's when the Munich-based maker of the Ultimate Driving Machine will celebrate its 100th birthday, with what will probably be a year-long celebration. Part of that 365-day party will, reportedly, be an even hotter version of the new BMW M4, which is set to debut in January at the Detroit Auto Show.
Yes, according to Australia's Car Sales, the über-M4 has been hinted at by higher-ups at BMW's M division, who claim the rear seats will be removed, much like the M3 GTS, while other weight-saving measures will be used to try and bring the M4's weight below 3,000 pounds. There's no mention of engine mods, but if the M4's biturbocharged six is as good as we think it'll be, that's not a deal-breaker for us.
The lightening process on the so-called M4 GTS would involve replacing the hood and front fenders with parts made of carbon fiber, while the doors would switch from steel to aluminum. Besides the deletion of the rear seats, Car Sales is predicting lightweight racing buckets, with a carbon-fiber shell and a minimal amount of padding. Expect lots and lots of Alcantara, in place of leather.

BMW releases complete pricing info on M3 and M4

When BMW unveiled the M3 and M4 at the Detroit Auto Show back in January, we told you that the new sportsters were starting at $62,000 and $64,200, respectively. That leaked info, though, only told a small part of the story for the new M cars. Now, we have the complete pricing sheet on the new coupe and sedan, direct from BMW.
The pricing intel that we had at the time was correct - prices start at $62,000 for four doors and $64,200 for two. Those prices don't include the $925 destination charge. Potential customers should also plan on spending an extra $550, as seven of the eight paint options are of the metallic variety. BMW's trademark Alpine White is the only no-cost paint option.
As for the cabin, customers will, interestingly, have the choice of a cloth/leather combination as standard. That's in addition to the standard suite of leather options. There are also extended leather and full leather options, for $950 and $3,500, respectively. There are three option packages available, covering all the extra goodies for the M3 and M4.
