Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. EPA: Four 2014 Mini Cooper models need to drop mpg numbers

After the huge problems that Hyundai/Kia experienced with its mislabeled fuel economy labels, you'd think that any time an automaker has to adjust its mpg numbers, heralds would be shouting from the rooftops. But, after Ford admitted to three big mistakes with its numbers for the 2013 C-Max Hybrid and Mercedes-Benz had to lower the fuel economy rating for the C-Class, we understand if those heralds are a bit tired by now. The models affected include the 3-door and the 3-door S. Still, today's news is that BMW has to lower the fuel efficiency numbers for four versions of the 2014 Mini Cooper thanks to an audit conducted by the EPA and then some joint re-testing. The models affected include the 3-door with the 1.5-liter engine and the 3-door S with its 2.0-liter powerplant, with both manual and semi-automatic transmissions. As with the Benzes, the rating changes are not big ones, around one or two miles per gallon. The big exception is the manual S 3-door's highway number, which lost four mpg from 38 to 34. You can see all the numbers, new and old, in the press release below, but the EPA isn't saying what caused the problem this time. The Agency's new test procedures can't come fast enough. It should be noted that the 2015 Mini Cooper was recently delayed a bit because of the extra time it took to get the EPA numbers right. There's no confirmation that these two items are connected, but we would not be surprised to hear they were. EPA Requiring BMW to Correct Fuel Economy Labels for Four Mini Cooper Vehicles Washington - The U.S. Environmental Protection Agency (EPA) is revising estimates for four 2014 BMW Mini Cooper vehicles to ensure consumers are given accurate fuel economy values. The EPA performed a fuel economy audit on the BMW Mini Cooper and obtained values that differed from those BMW submitted to EPA for certification. With EPA oversight, BMW conducted new emissions and fuel economy testing, and EPA conducted its own testing at its National Vehicle and Fuel Emissions Laboratory in Ann Arbor, Michigan. As a result of this subsequent testing, EPA is requiring BMW to relabel four of its 2014 Mini Cooper models with lower fuel economy values. The specific changes to fuel economy stickers are listed in the table below.

BMW details Concept X5 eDrive ahead of New York debut

Already weighing more than most other types of vehicles and with the space to accommodate the extra equipment, crossovers and SUVs arguably make for one of the more ideal platforms to transform into a hybrid. And there have been a handful of them - like the Audi Q5, Infiniti QX60/Nissan Pathfinder, Porsche Cayenne/Volkswagen Touareg, Lexus RX450h/Toyota Highlander and Cadillac Escalade/Chevy Tahoe/GMC Yukon - but by and large the majority of hybrids on the market are sedans and hatchbacks. BMW, however, looks poised to join the minority with the X5.
The Bavarian automaker showcased the X5 eDrive concept at Frankfurt last year, and as promised, has now revealed the followup it will present at the New York Auto Show in just a few days. The new Concept X5 eDrive, as BMW has now revealed, pairs a 2.0-liter turbo four good for 245 horsepower to a 95-hp electric motor to deliver a combined 340 horsepower. Its lithium-ion battery can power it for up to 20 miles and at speeds up to 75 miles per hour before the gasoline engine needs to kick in. All that without sacrificing the vehicle's utility, maintaining an almost perfectly flat loading floor with 40:20:40 split-folding rear seats, and without sacrificing much on performance, either: with a 0-62 time of seven seconds flat, the X5 eDrive concept is quicker off the line than the production X5 with the 2.5-liter turbodiesel and just a tenth off of the 3.0-liter turbodiesel.
With the full technical details now released (you can delve into it all in the press release below), the only question remains when BMW will actually put the X5 eDrive into production. Given its appearance in New York, though, we gather that whenever it does reach showrooms, it'll reach American ones as well.
