Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. BMW planning Zhi Nuo Chinese sub-brand, may export models

Automakers continue to pour big money into the developing market that is China, and new sub-brands born of joint ventures with domestic partners crop up on what seems like a weekly basis. The latest? According to reports, BMW and its Chinese ally Brilliance are forming a new sub-brand called Zhi Nuo ("The Promise") that will likely rely on existing or older BMW products as a basis for new models.
Previous reports had indicated that the sub-brand could build its offerings based on an older 3 Series model (presumably the E90 series), but newer rumors have the X1 crossover (shown) factoring in. The Zhi Nuo brand could receive its official unveiling as soon as later this month at the Shanghai Motor Show.
Perhaps most interestingly, Automotive News Europe reports that the automaker's ambitions for Zhi Nuo may extend beyond China's borders. It's not clear what markets BMW may be eying, but executives admit the company hasn't ruled out Europe.

The 2014 Alpina B4 Bi-Turbo Cabrio powers up luxury and speed

The BMW specialists at Alpina know how to exploit a niche when they see one. With the BMW M4 still not technically official, it saw the need for a higher performance four-seat convertible than the 435i 'vert. Enter the new B4 Bi-Turbo Cabrio that is debuting at the Geneva Motor Show.
The European-exclusive model takes BMW's 3.0-liter, twin-turbocharged inline-6 and massages it up to 410 horsepower and 442 pound-feet of torque, which is less power but more twist than the M4 would give buyers. Alpina's tend to be built more as quick, luxurious grand tourers, and the B4 Bi-Turbo gets is no different with an adaptive sport suspension and an eight-speed automatic. Plus it wears the classic pinstripes and 21-spoke wheels that are the brand's design hallmarks.
While the added weight for the convertible means that the Cabrio takes 4.5 seconds to reach 62 miles per hour, about a half-second slower than the coupe, at the moment it is the only way to get this kind of performance in a BMW convertible. Orders for the convertible open in March in Europe and prices in Germany start at 74,800 euros ($102,878 at today's conversion rates).
