Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. 2014 BMW 4 Series Convertible is easy, breezy, beautiful

BMW debuted its 2014 4 Series Convertible today at the LA Auto Show, and the sporting two-door will feature a folding hardtop - like the convertible 3 Series before it - and be offered in 428i and 435i guises.
The 428i Convertible is equipped with BMW's 2.0-liter turbocharged inline four-cylinder engine, which pumps out 240 horsepower and 255 pound-feet of torque - good for sprinting from 0-60 miles per hour in 6.2 seconds. The 435i Convertible gets the 3.0-liter turbocharged inline six-cylinder engine, which steps up output to 300 hp and 300 lb-ft of torque. The topless 435i drops the 0-60-mph time to 5.5 seconds. Both cars come standard with an eight-speed automatic transmission, and BMW says that a manual transmission will not be offered on 4 Series Convertibles in the US market.
The 4 Series Convertible will be offered in Sport Line, Luxury Line and M Sport trims. Pricing starts at $48,750 for the 428i Convertible and $54,900 for the 435i. Head on below to peruse the (long) press release for details.

Creative minds build lightweight Lambos and Bugattis with cardboard and pedals

As manufacturers continue their quests to reduce the weight of their vehicles, they switch out heavy steel for lighter materials such as aluminum, carbon fiber, titanium, and sometimes even magnesium. But they've been ignoring a cheap alternative that is widely available: cardboard. Leave it to two visionaries from Vietnam to crack the code and build supercars and superbikes out of the versatile paper product. Vietnamese YouTube channel NHET TV, via CarScoops, might only have a year under its belt, but in that short amount of time, it has amassed more than 350,000 subscribers. What initially started out as a random collection of harmless pranks, trolls, and makeshift time-killers has blossomed into an entertaining channel of ultra-low-budget car and motorcycle builds.  The first video posted is a paper plane competition, but the second video shows the first appearance of a vehicle, a Ducati Panigale made out of cardboard and a bicycle. This isn't like Paper Mario with a two-dimensional silhouette, it's a close-enough three-dimensional replica. That project was admittedly pretty rough, but the work has only improved as the channel has matured.  Throughout the past year, NHET TV has stuck with high-performance transportation for inspiration. They've built projects that mimic a Lamborghini Sian, a Lamborghini Aventador SVJ, a Ferrari LaFerrari FXX K, a Bugatti Chiron, a BMW S 1000 RR, and a Yamaha YZF-R6, among others. Some of the builds, such as the Bugatti, go beyond the typical cardboard-body-on-bicycle-frame. As seen in the video below, the NHET TV built a tubular frame for the car using spare bike parts that they welded together. The Bug even has a custom steering column and steering wheel, though the high-quality model continues to use bike chains and pedals for power. The SVJ might be the most advanced vehicle, as it has a real engine for power and has custom reverse gearing.
