Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. Porsche tops JD Power APEAL study for 12th time

JD Power's 2016 Automotive Performance, Execution, and Layout (APEAL) study hasn't changed much this time around with Porsche coming in at No.1 for the 12th consecutive year, while BMW was close behind in second. Jaguar and Mercedes-Benz tied for third with Land Rover, Lexus, and Lincoln tied for No.5. The APEAL Study, according to JD Power, measures owners' level of excitement and emotional attachment across 77 parameters. Brands and cars are rated on a 1,000-point scale. The study found that new cars with modern safety features including low speed collision avoidance and blind spot monitoring have higher APEAL scores than vehicles without the features. The overall industry score increased from 798 to 801, which JD Power claims was helped by the launch of a variety of new vehicles. This year, 22 out of 30 new or redesigned cars received a higher score than the vehicle's respective segment average. Porsche is once again at the top of the list as the automaker's score increased by three points to 877. BMW outscored Jaguar to take second place with a score of 859, while the British automaker dropped three points from last year with 852 points. Volkswagen overtook Mini to become the top-ranked non-premium brand with 809 points, while the latter automaker trailed behind by one point. At the end of the scale, Smart came in at the very bottom for the second year in a row with a score of 745 points, which represents an increase of 62 points over last year. Fiat's score increased by six points to 755, but still confined the automaker to second-to-worst place for a consecutive year. Mitsubishi's score increased to 770, up from 755, to become the fourth-worst brand, while Jeep fell to third-worst with a decrease in seven points to 756. General Motors received six segment-level awards, followed by Hyundai with five, and BMW and VW earning four apiece. Surprise segment victories include the Chevrolet Camaro, which outscored the Dodge Challenger, and the Lexus RC which ranked above the BMW 4 and 3 Series. 2013 Dinan S3 BMW 550i

Steve Dinan has been enhancing BMW models since 1979. But don't throw his company into the ring with the dozen or so other tuners who tweak, tinker and piggyback upgrades on the famed German marque. Dinan is a tuner, but it's also an engineering firm that writes its own software, builds its own parts and then backs everything it does with a factory-grade warranty. That sort of fastidiousness comes at a price, but most of its customers - including the powerhouse of BMW Motorsport - rely on Dinan to help them come out on top.
In stock form, BMW's 550i is a formidable four-door with a twin-turbocharged 4.4-liter V8 rated at 400 horsepower and 450 pound-feet of torque. While those figures allow it to run with quick company (0-60 in 5.0 seconds, according to the automaker), Dinan puts the sedan's kettle on full boil with its S3 package. Starting with the engine, the performance engineering firm bolts on larger turbochargers, air-to-water intercoolers, a trick strut tower brace cold air intake, a quad-pipe free flow exhaust and its own engine management software. Pump in some premium fuel, and the result is 542 horsepower and 587 pound-feet of torque. Power is sent through the stock eight-speed automatic to a limited slip rear differential (Dinan will upgrade xDrive all-wheel drive models, too).
The Dinan S3 also features and extensive suspension upgrade that includes new front camber arms and low compliance rear control arms (engineered to reduce understeer and improve turn-in). The stock dampers are retained, but new bump stops are installed along with new springs. Overall, the car rides about a half-inch lower than stock to improve roll rate. To reduce unsprung weight, forged 20-inch HRE Performance wheels are fitted at all four corners (wearing Michelin Pilot Super Sport tires - 275/35ZR20 up front and 295/35ZR20 in the rear). Lastly, the company remaps the factory Electronic Damper Control (EDC) software with its own Dinan Shockware to work in conjunction with the new enhancements.
