BMW i3 qualifies for both green and white HOV stickers in California

BMW buyers tend to have enough cash on hand to be buffered from the concept of "sticker shock," but the term may take on a different meaning when it comes to the German automaker's i3 plug-in vehicle and its classification by California clean-air regulators. The first i3 EVs are set to be sold in May, and some are questioning if the new car will be eligible for the state's white stickers or green High-Occupancy Vehicle lane stickers, both of which allow for solo-occupancy in HOV lanes. California gives out white stickers to some types of battery-electric vehicles, compressed natural gas (CNG) vehicles and hydrogen fuel-cell vehicles, and there's currently no limit on the number that can be given out. The green stickers, which are applied to other battery electrics as well as some plug-in hybrids, are limited (there are currently about 15,000 left) and will likely run out within the next year or two. The i3's status is uncertain because of it has an optional gas-powered range-extender. Jacob Harb, head of electric vehicle operations and strategy for BMW, told AutoblogGreen that it's not all that complicated. The pure electric version of the i3 will get the white sticker, the REx version will get the green sticker. He also said that both will qualify for the $2,500 state incentive in California and the $7,500 federal tax credit available in all 50 states (For what it's worth, Green Car Reports says the REx version will only get $1,500 from California). Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW X5 driver repeatedly fails to understand big rig braking distances

Nobody should be shocked that a big, heavy vehicle like a semi truck takes a longer distance to stop than the average passenger car; it's just basic physics. However, this BMW X5 driver seemingly has a major problem grasping the concept, and it results in some serious damage to the back of his SUV.
The whole incident is very confusing to watch. The BMW doesn't even seem to have a reason to slow down before the semi slams into the back of it at fairly high speed. But to make the situation even weirder, the crashes just keep happening again and again.
To give the BMW driver a little credit, he appears amazingly calm when surveying the damage afterward. But you have to wonder what this guy was thinking when trying a harebrained move like this. Check out the video to watch the carnage unfold.
