Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW bringing two new concepts to Pebble Beach

BMW has announced that it will reveal not one, but two new concept cars during Monterey Car Week next month. The Bavarian automaker released this teaser image in conjunction with the announcement, showing what looks like a rather racy steering wheel to suggest that at least one of those concepts will be focused on performance. The signature red and blue stitching on the wheel and the participation of the M division's R&D chief in the press conference also hint at its nature. We're intrigued, though, by some of the buttons on the wheel with labels like "Flash," "Cool," and "PSL." The Roundel marque has been known to create concept cars to showcase at classic car concours, but they're more often presented at the Concorso d'Eleganza Villa d'Este that BMW has supported for over a decade on the shores of Italy's picturesque Lake Como. That's where BMW revealed in recent years the 3.0 CSL Hommage, the Pininfarina Gran Lusso, and the Zagato Coupe concepts (to name just a few). It did, however, follow up on the latter with Zagato Roadster concept at Pebble Beach that same year. We might project that at least one of the concepts would represent another brand affiliated with BMW – like Mini, Rolls-Royce, or BMW Motorrad. However the announcement below seems to indicate fairly clearly that they'll both be "concept cars" (not bikes), and that they'll be presenting the BMW brand itself (not another from the group). The show cars are also likely to veer more toward the design-study end of the spectrum than previewing any specific upcoming production models, and we wouldn't be surprised if the two arrived as a matching pair of sorts. BMW's California-based Designworks studio is also likely to have played a key role in at least one of the projects. But to find out more, we'll have to wait for the press conference on August 13 in the BMW Villa at Pebble Beach. The concepts will subsequently make the rounds of key Monterey events, including The Quail, the Legends of the Autobahn Concours d'Elegance, the Rolex Monterey Motorsport Reunion, and of course the headline Pebble Beach Concours d'Elegance. The most important thing to keep in mind while driving BMW's all-new i8 is that it's not a product of the company's vaunted M division.
Sleek sports-coupe design, carbon-fiber construction and blistering acceleration may cause automotive enthusiasts to drool, but the i8 has not been conceptualized, engineered or assembled to be another one of BMW's world-class track stars. Instead, the i8 has been hatched as a progressive sports car from the Bavarian outfit's new i division, which "represents visionary electric vehicles and mobility services, inspiring design and a new understanding of premium that is strongly defined by sustainability." Think of it as thrilling, but with an engaging environmental twist.
It's nearly impossible to walk up to the i8 with stopping twenty feet short and taking in its styling. There's no other production car as visually fascinating - this BMW is showroom-ready sculpture that captures all of the essence of the Vision Efficient Dynamics Concept that wowed crowds at the 2009 Frankfurt Motor Show. The wind sees it as a 0.26 drag coefficient, but humans will study its beautifully crafted carbon fiber and glass panels and realize they're in the presence of the future.
