Recharge Wrap-up: E15 could help smog woes, MPG average at all-time high

A new study shows that using an E15 blend instead of regular gasoline would reduce smog in Chicago. Increasing the availability of the 15-percent ethanol blend could help reduce carcinogenic air pollution and improve air quality, particularly on the city's South Side. The study found that E15 reduces the risk of cancer by 6.6 percent. It also reduces greenhouse gas emissions 1.5 percent compared to a 10-percent ethanol blend. Read more at Domestic Fuel. Visitors will learn about the technology behind the all-electric race series and the racecars, including the safety and performance aspects. The goal of the four-day shows is not only to entertain and educate people, but also to generate interest in electric and hybrid vehicles in hopes that drivers will consider adopting electric cars themselves. Read more at Formula E's website. The average fuel economy of new vehicles has reached a new high of 25.8 miles per gallon, according to the University of Michigan. The school's Transportation Research Institute (UMTRI) used the window sticker ratings of the vehicles to reach that number for the month of August. That's 0.2 mpg higher than July, and 5.7 mpg higher than October 2007, when UMTRI began recording the data. The United States Advanced Battery Consortium has awarded a $667,452 development contract to battery maker Xerion. The contract - a 50-percent cost share co-funded by the US Department of Energy - is for a 15-month program to develop next-generation batteries for plug-in hybrids. Creative minds build lightweight Lambos and Bugattis with cardboard and pedals

As manufacturers continue their quests to reduce the weight of their vehicles, they switch out heavy steel for lighter materials such as aluminum, carbon fiber, titanium, and sometimes even magnesium. But they've been ignoring a cheap alternative that is widely available: cardboard. Leave it to two visionaries from Vietnam to crack the code and build supercars and superbikes out of the versatile paper product. Vietnamese YouTube channel NHET TV, via CarScoops, might only have a year under its belt, but in that short amount of time, it has amassed more than 350,000 subscribers. What initially started out as a random collection of harmless pranks, trolls, and makeshift time-killers has blossomed into an entertaining channel of ultra-low-budget car and motorcycle builds.  The first video posted is a paper plane competition, but the second video shows the first appearance of a vehicle, a Ducati Panigale made out of cardboard and a bicycle. This isn't like Paper Mario with a two-dimensional silhouette, it's a close-enough three-dimensional replica. That project was admittedly pretty rough, but the work has only improved as the channel has matured.  Throughout the past year, NHET TV has stuck with high-performance transportation for inspiration. They've built projects that mimic a Lamborghini Sian, a Lamborghini Aventador SVJ, a Ferrari LaFerrari FXX K, a Bugatti Chiron, a BMW S 1000 RR, and a Yamaha YZF-R6, among others. Some of the builds, such as the Bugatti, go beyond the typical cardboard-body-on-bicycle-frame. As seen in the video below, the NHET TV built a tubular frame for the car using spare bike parts that they welded together. The Bug even has a custom steering column and steering wheel, though the high-quality model continues to use bike chains and pedals for power. The SVJ might be the most advanced vehicle, as it has a real engine for power and has custom reverse gearing. Recharge Wrap-up: Renault ZOE wins Zenn Monte-Carlo Rally, BC revives EV rebates

Renault ZOE EVs took the top four places in the 2015 ZENN Monte-Carlo Rally. Renault's cars finished first in consumption, regularity and overall standings. ZOEs took the top four spots overall and in the regularity tests, and the top five places for consumption. Renault entered four teams - two with professional drivers (finishing first and second), one piloted by journalists (placing third) and another by bloggers (taking seventh place). Another individual team entered the race with their own ZOE and finished fourth overall. The electric vehicle race took place over 130 miles and seven and a half hours. Read more in the press release from Renault below. British Columbia has reinstated its Clean Energy Vehicle Incentive Program. Phase two of the program, which starts April 1, is expected to put another 1,700 plug-in cars on BC roads. It's funded by the province's Innovative Clean Energy Fund, which gets its money from carbon taxes. Customers can receive rebates of up to C$5,000 for EVs, while fuel cell vehicle customers could get back up to C$6,000. Drivers can also get up to $C3,250 for scrapping cars built before 2000. BMW is noticing increased sales of its i3 EV tied to government incentives for electric cars. "We can see a clear connection between sales figures and political initiatives," says BMW Group CEO Norbert Reithofer. "Wherever governments offer tangible incentives for e-mobility, the registration figures for the BMW i3 soar." Last year, BMW sold about 2,000 i3s in Norway and 3,000 in California. In Germany, where BMW only sold about 2,100 i3s, Riethofer suggests the government needs to do more to support clean cars. "The German carmakers have delivered their part of the bargain.
