Car and Driver lists 10Best for 2013, same as it ever was

Forgive us for having the distinct feeling of déjà vu, but it certainly feels like we've been here before. By that we are referring Car and Driver and the announcement of its annual 10Best vehicles for 2013. To be sure, it's an impressive selection of cars that combine heart-pounding performance and frugal sensibilities, but it also represents something of a broken record on the part of C/D. We're not so sure that's a flaw, though, as the resulting list is tough to argue with.
Vehicles like the Ford Mustang, Porsche Boxster, and BMW 3 Series have maintained their high-horsepower spots on this list for several years now. Even on the more practical and nimble end, the Honda Accord, Honda Fit and Mazda Miata have not budged. These continued spots are even in light of redesigns for some vehicles such as the Accord, Boxster and 3 Series.
In fact, the only newcomer to the 10Best list this year are the Scion FR-S/Subaru BRZ twins, which knocked out the Cadillac CTS-V. We think it would have been a huge misstep to have excluded the FR-S/BRZ, even in light of the supercharged Caddy's lamentable departure from 10Best.

Recharge Wrap-up: E15 could help smog woes, MPG average at all-time high

A new study shows that using an E15 blend instead of regular gasoline would reduce smog in Chicago. Increasing the availability of the 15-percent ethanol blend could help reduce carcinogenic air pollution and improve air quality, particularly on the city's South Side. The study found that E15 reduces the risk of cancer by 6.6 percent. It also reduces greenhouse gas emissions 1.5 percent compared to a 10-percent ethanol blend. Read more at Domestic Fuel. Fairmont Beijing is offering hotel guests a chance to experience BMW's i cars. For the next three months, guests needing airport transfers will be picked up in one of the German automakers electric vehicles. Visitors will learn about the technology behind the all-electric race series and the racecars, including the safety and performance aspects. The goal of the four-day shows is not only to entertain and educate people, but also to generate interest in electric and hybrid vehicles in hopes that drivers will consider adopting electric cars themselves. Read more at Formula E's website. The average fuel economy of new vehicles has reached a new high of 25.8 miles per gallon, according to the University of Michigan. The school's Transportation Research Institute (UMTRI) used the window sticker ratings of the vehicles to reach that number for the month of August. That's 0.2 mpg higher than July, and 5.7 mpg higher than October 2007, when UMTRI began recording the data. The United States Advanced Battery Consortium has awarded a $667,452 development contract to battery maker Xerion. The contract - a 50-percent cost share co-funded by the US Department of Energy - is for a 15-month program to develop next-generation batteries for plug-in hybrids. BMW planning plug-in hybrid versions of core models

To the casual observer, there's a sort of schism in the world of fuel sipping. The Japanese, Koreans and Americans have embraced electrification by way of hybrid powertrains, while our German friends lean towards diesel technology. BMW is actively pushing to change that impression, as it's announced that it will take a break from niche-busting MPVs and lifted, four-door coupes to produce plug-in hybrid versions of some of its "core-brand" models. This charge will be led by a 3 Series eDrive, whose innards are shown above, with BMW fitting a version of its turbocharged four-cylinder and an electric motor to its popular sedan. This, it should be noted, is quite a departure from the ActiveHybrid 3, which relies on a thirstier 3.0-liter, turbocharged six-cylinder. More specific details, such as the total system output, the electric range of the plug-in system or the amount of time it will take to charge, aren't yet available. BMW has, however, said the eDrive 3's systems are "directly based" on those used in the i3 and i8, and that includes larger components, like the lithium-ion battery and electric motor.
