Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. Revised 2015 BMW 6 Series family shows its tweaked face to the world [w/video]

BMW is unwrapping refreshed versions of its luxurious 6 Series family for the 2015 model year, and the range features some styling tweaks inside and out, along with new standard tech. The biggest change for 2015 is a redesign at the front end to make the 6 look even sharper than before. Only BMW superfans might notice one of the reasons why, though. There are now nine slats in the kidney grille instead of 10 to create larger openings. In addition, all versions get standard Adaptive full-LED headlights with a slightly more angular shape. They're joined by new side mirrors with integrated indicators in thin strips of lights. Lower down, a revised front air dam boasts a tweaked design and LED foglights at each top edge. Updated side window surrounds are exclusive to the four-door model and feature the Gran Coupe name embossed into them near the rear doors. Buyers of any of the models can choose among a palette of new colors including: Jatoba metallic, Cashmere Silver metallic, Glacier Silver metallic, Mediterranean Blue metallic and Melbourne Red metallic. For 2015, the interior revisions are subtle. There's high-gloss black trim covering the center console, and LEDs are used for some lighting. Navigation, heated front seats, two-zone climate control, dynamic cruise control and heated exterior mirrors all come standard for all models, though. If the regular leather doesn't suit you, then there are now Ivory White/Black and Cognac/Black two-tone Nappa options. Mechanically, the 6 Series family carries over from last year. That gives the 640i a turbocharged 3.0-liter inline-six making 315 horsepower and the 650i a turbo 4.4-liter V8 with 445 hp. The M6 carries over its 560-hp version of the V8, too. Standard models get an eight-speed automatic with optional all-wheel drive, and the M has a seven-speed dual-clutch. If all this isn't enough for some buyers, there are also two new optional packs. The Black Accent Package adds high-gloss black parts for the grille, window surrounds and pipes, plus includes Cognac/Black leather inside with wood trim. The M Sport Edition brings an M body kit, steering wheel and 20-inch wheels, along with cabin additions like a leather dashboard, ventilated seats and soft-close doors. BMW planning Chinese recall for engine part issue [w/video]

After receiving an unspecified number of complaints in China, BMW has reportedly started a "full investigation" into what may be a defective part in its VANOS engine control system. BMW said via a Chinese blog that it would file a recall application with the the General Administration of Quality Supervision, Inspection and Quarantine in China.
BMW has not yet announced how many vehicles will be recalled, or which models the potential recall might cover. We're also curious as to whether the VANOS issue could extend into markets outside of China.
