Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW M3, M4 let loose on the 'Ring

We just posted our first drive of the 2014 BMW 435i yesterday, but for those wanting even more power from this stylish coupe, help is on the way. From the sounds of it, BMW will be showing off a production-ready concept previewing the M4 next month at the Pebble Beach Concours d'Elegance, but until then, we have some new spy shots of the performance coupe being tested at the Nürburgring, along with its four-door counterpart, the M3.
Despite all the camouflage, it doesn't take much imagination to picture what both cars will look like, since we can clearly see the more aggressive front fascia and beefier brake setup. One interesting element we see on both cars is a double bubble roof that is almost certainly made from carbon fiber. Based on our report earlier, both the M4 Coupe and M3 Sedan are expected to debut at the 2014 Detroit Auto Show.

Ex-Rolls-Royce design chief Ian Cameron killed at home

Former Rolls-Royce design chief Ian Cameron, the man who oversaw the automaker's design renaissance with the Phantom and Ghost ranges, was stabbed to death at his home in Bavaria (translated) on July 12. German newspaper reports have identified a suspect via surveillance camera (translated) whom police say is the killer. Apparently, the man went shopping at a store less than a mile from Cameron's house, then changed clothes and showed up at Cameron's door. A surveillance image before the suspect gets to the house shows him wearing the items that neighbors described, notably light pants, a dark blue hoodie, a red backpack and "yellow-green gloves." Someone reportedly cut the wires on the home security system, the suggestion being that the suspect or someone else involved had cased the house for at least a few days. It's said the killer rang the doorbell, attacking as soon as Cameron opened the front door, stabbing the designer to death. Verena Kloos, Cameron's wife, escaped to a neighbor's house and called police. This is a bizarre incident. Reports have floated the motivation that the killer wanted one of the vehicles in Cameron's car collection at the Bavarian property. Instead of going after a car, though, the killer ran off in his distinctive outfit, staying in the open long enough for neighbors to give a detailed description. He then changed clothes and ditched the backpack on a lakeside promenade not far from Cameron's house. Strangest of all, the man apparently left the clothes near the backpack, and the backpack contained items the man had bought during his shopping trip before the murder.  At the time of writing, police are searching throughout Germany but haven't caught the suspect. With a clear picture and a likely trove of DNA evidence, authorities have excellent leads. Cameron's career started at Pininfarina in 1975, culminating in a greatest hits of designs while at BMW. He has exterior design of the third-generation Range Rover on his resume, as well as the BMW Z8. It was Cameron's Phantom, though, that helped create an entirely new Rolls-Royce after BMW bought the brand. CEO Chris Brownridge wrote on LinkedIn that "Ian played a significant role in shaping Rolls-Royce from when it was first acquired by BMW Group and moved to its home at Goodwood, West Sussex.
