Recharge Wrap-up: Hyundai/Kia fined $755M for exaggerated MPG ratings; BMW dealers want more i8s

The fine against Hyundai and Kia has grown to $755 million for overstating fuel economy ratings. $360 million of that fine comes from the EPA for violation of the Clean Air Act: $100 million is a civil penalty, $210 million is a forfeiture of greenhouse gas credits and another $50 million will pay for independent fuel economy audits on future models. The remaining $395 million is a settlement for customers who purchased the affected vehicles. A slew of 2011 to 2013 models were found to have fuel economy ratings overstated by one to six miles per gallon. BMW dealers are awaiting details on new dealership standards - and BMW i8 models for their showroom floors. According to BMW National Dealer Forum Chairman Steve Late, BMW dealers are anxiously waiting to see what sort of updates they'll need to do to get in line with BMW's Future Retail 2016 program. As for the new EVs, Late says that the BMW i3 sales were slow to start, but that once people learned more about it, "wham, bam, it is taking off." The i8 shortage is a bigger problem: "I was allocated three for 2014, and I have a waiting list of 47 people. This year, maybe I will get eight or 10, and I still won't be able to fulfill them." Still, Late says he won't sell the cars at an upcharge. Read more at Automotive News. Opel is reportedly planning an electric version of its Karl hatchback. According to German automotive magazine Autobild, Opel will begin selling the diminutive Karl EV by the end of 2018. The electric car will offer a driving range of about 93 miles. PSA Peugeot Citroen says it will keep its Hybrid Air program alive as it looks for a cost-sharing partner. Hybrid Air technology uses a compressed air hybrid system to improve fuel economy as we saw in the Peugeot 208 Hybrid Air concept. A French newspaper reported that Hybrid Air won't make it to commercialization, and that the program's team of engineers has been reduced. E.U. executive conditionally approves Daimler, BMW car-sharing deal

BRUSSELS — The European Union's competition authority said on Wednesday it had approved the plan of German luxury carmakers Daimler and BMW to combine their car-sharing businesses, subject to conditions. Under the deal, which includes car-sharing units Car2Go and DriveNow as well as ride-hailing, parking and charging services, Daimler and BMW will each hold 50 percent stakes in a joint venture. They have offered concessions to address E.U. antitrust concerns over the deal they hope would let them better compete with U.S. rival Uber and China's Didi Chuxing. The European Commission has found the deal would raise competition concerns for free-floating car sharing services in Berlin, Cologne, Duesseldorf, Hamburg, Munich and Vienna. It said Daimler and BMW agreed to a remedy package in the six cities. "The commitments thus fully address the Commission's concerns as they will reduce the barriers to entry for competing free-floating car sharing providers," the Commission said in a statement. "Therefore the Commission concluded that the proposed transaction, as modified by the commitments, would no longer raise competition concerns. There's a strange dichotomy going on inside the Rinspeed Budii Concept. Actually, there's a slew of seemingly mismatched ideas, but that seems par for the course when it comes to the mind of Frank Rinderknecht, no? For instance, there's a manual-wind Manero PowerReserve watch embedded in the cabin, which seems quaint, considering the high-tech nature of the car's design and intent. A high-resolution camera apparently "recognizes" when the watch is getting low on power, and a robotic arm "uses ingenious motions to wind the movement" of the watch. Seriously. The aforementioned robotic arm is a seven-axis unit that can "reach out" to the driver or passenger so that they can take over driving duties from the autonomous car. In this way, the occupants can choose to put their lives under the control of the "cognitive and intuitive autopilot" provided by a telescoping laser scanner and a high-res camera that map the car's surroundings, or to make their own "ethical" driving decisions. We kind of assume that refers to the current autonomous-driving question of the times: whether or not to save the lives inside the car our outside of it in case of emergency. If all of that sounds suitably high-tech, you should also know that the "feel-good lounge atmosphere" of the interior features removable plexiglass work surfaces inside, folding blinds for privacy that are custom printed with user-selectable designs, air outlets with ambient lighting, a "wellness shower in the headliner" (whatever that means) and a center console with – you guessed it – cup holders.
