Recharge Wrap-up: Porsche adds third 919 Hybrid for Le Mans, Audi to heat factory with geothermal

Porsche will be running a third 919 Hybrid LMP1 car in the 2015 24 Hours of Le Mans endurance race. The extra Porsche will race in the six-hour May 2 WEC race at Spa-Francorchamps as a lead-up to the legendary 24-hour race on June 13 and 14. Porsche hasn't announced the driver lineup for the third 919 Hybrid, but drivers will remain the same for the other two cars. Including the third car is meant to help further test performance and efficiency as part of development for future hybrid systems. Read more at Green Car Congress. BMW i Ventures is investing in Zendrive, a driving focused data and analytics company. The cooperation of the two companies is meant to help advance safety and efficiency by making the "in-car mobility experience even smoother by optimizing commuting and driving patterns," according to BMW i's Ulrich Quay. The venture capital arm of BMW's i brand also invests in JustPark, Chargepoint, Life360, Chargemaster and MyCityWay, and says it will have more strategic investment announcements in the coming months. Read more in the press release below. The Audi Hungaria factory in Gyor, Hungary will soon be getting geothermal energy from a nearby plant being constructed in Per. When the facility is finished, Audi expects to source 82,000 megawatt hours of geothermal energy per year from it, or about six percent of its total heating needs. The clean energy helps Audi move "step by step along a path to developing a CO2-neutral production plant," says Audi's Dr. Hubert Waltl. "The mobility of the future must be CO2-neutral – and that applies not only to the use of our vehicles, but also to their production." Read more in the press release below. Supporters have begun a petition drive for the passage of an E15 ordinance in Chicago. Despite pushback from oil companies, the city council is close to passing the "Chicago Clean Air Choice Ordinance," which includes the requirement by retailers to sell the 15-percent ethanol gasoline blend in the city. The ordinance includes an exception for stations selling less than 850,000 gallons of fuel per year. More than 4,000 people have signed the petition so far, with others leaving messages to voice their opinion on the matter in opposition to Big Oil's attempt to block it. Read more at Domestic Fuel. NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." National Highway Traffic Safety Administration fines BMW $40 million for failing to meet safety requirements Fine is auto company's second since 2012 WASHINGTON – The U.S. Department of Transportation's National Highway Traffic Safety Administration has imposed a $40 million civil penalty and a series of performance requirements to automaker BMW North America for a series of violations of the Motor Vehicle Safety Act and NHTSA regulations. Under terms of a Consent Order issued to BMW, the company acknowledges that it violated requirements to issue a timely recall of vehicles that did not comply with minimum crash protection standards, to notify owners of recalls in a timely fashion, and to provide accurate information about its recalls to NHTSA. NHTSA imposed a $3 million civil penalty to BMW in 2012 for similar violations.

Guess what BMW's '30 Years M3' special edition celebrates

It's anniversaries on top of anniversaries at BMW in 2016. The company celebrated its 100th year of existence at an elaborate celebration in March, last week we got a new hommage concept to mark five decades since the iconic 2002 debuted, and now, in time for the holiday weekend, there's this limited-edition M3. Wait, that's not what this holiday is for? This celebratory sports sedan gets the not-quite-grammatical name of "30 Years M3," which is totally grammatical when translated back into German ("30 Jahre M3"), and BMW plans to build just 500 of them for the whole world. We don't yet know how many will come to the US, but seeing as ours is one of BMW's larger markets, we are at least banking on "some." What makes it neat besides rarity? It comes with pretty much everything you can get on a standard M3, including the Competition package with its 444-horsepower engine tune, Adaptive M suspension, and Active M differential. To that it adds an M exhaust with black tips, the requisite dash plaque, shouty door sills, and unique "30 Years M3" badges on the fender gills. The interior has special seats with gray or blue inserts and stitched headrests, plus seat belts with M three-stripe trim. (And yes, the cars in the photos say "30 Jahre M3," but we already explained that, right?) And then there's the paint. It will be available in Macao Blue metallic, a color that was available for special order on the E30 M3. And if there's any car that deserves some celebration, it's the original M3.
