Recharge Wrap-up: BMW X5 PHEV debuting in Shanghai, Proterra sets up shop in CA

South Carolina-based Proterra has received funding to build electric buses in California. The California Energy Commission has awarded the company, which is headed by former Tesla executive Ryan Popple, a $3-million grant. Proterra will use the funds for a facility in the LA suburb the City of Industry, where its largest customer, Foothill Transit, also operates. Proterra has also opened an office in San Bruno, just south of San Francisco. Read more at SFGate or at ValueWalk. Despite its "urban mobility" design, the BMW i3 has become popular outside of large cities. Rather than singular urban centers, "The strongholds in this country are parts of California, Texas and southern Florida," said BMW North America CEO Ludwig Willisch. He also says the electric car hasn't been particularly successful in the Northeast, with cities like New York perhaps not being as mindful of sustainability as California. BMW is also nearing i3 sales of 12,000 a year, which Willisch calls "a sustainable rate." Read more at Automotive News. BMW will debut its X5 xDrive40e plug-in hybrid at the Shanghai Motor Show this month. It is the first PHEV from BMW's core brand (not from its i sub-brand). It uses a turbocharged four-cylinder engine and electric motor for a total of 313 horsepower, and a combined fuel economy of about 70 miles per gallon (according to the ECE test cycle). 2015 BMW X3 arrives with tweaked styling, diesel option

The luxury crossover market has been a huge success for BMW, having sold over a million X3 models worldwide since the CUV first went on sale in 2003, not to mention all of the momentum its had with the larger X5. At the Chicago Auto Show, BMW is unveiling the refreshed 2015 X3, featuring an improved design, a new diesel engine option, and a rear-wheel drive variant.
The X3 is getting some handsome upgrades to the exterior. The twin, circular headlights now extend to touch the slightly widened, chrome kidney grille, to bring the styling in line with the 3 Series and 4 Series. (LED headlights are now optional, as well.) The front bumper gets reshaped brake cooling ducts, and the rear bumper gets a touch of additional metal trim at the bottom. BMW has also added standard LED turn signals in the side mirrors.
BMW has enhanced the interior with added chrome trim, high-gloss black trim around the center console, sliding covers for the cup holders and new interior upholstery designs. The X3 is also getting a major boost in optional technology - there's a new Parking Assistant, as well as an Active Driving Assistant with adaptive cruise control, Lane Departure Warning, Frontal Collision Warning, Pedestrian Warning, and City Collision Mitigation.

China probing German automakers over spare parts

The Chinese market has proven to be a boon to German luxury automakers. However, the way that the companies have allegedly been controlling their supply of spare parts has begun to draw the ire of the nation's government. According to insiders speaking to Bloomberg, officials from the country's economic planning organization have opened a probe into Audi, BMW, Mercedes-Benz and some Japanese carmakers over claimed price inflation and limiting supply.
Specifically, the investigation centers around two aspects of how the companies do business, according to Bloomberg. Investigators want to know whether the original equipment component makers are able to sell spare parts only to automaker-authorized dealers or if they are also available to independent shops. There is also the issue of whether the price markup on replacement pieces is too high. The tight controls could be partially explained by China's reputation for producing counterfeit parts.
Evidently, the investigators haven't checked parts prices at car dealers elsewhere in the world. At least in the US, paying more at the dealer for factory components just goes along with owning a vehicle. If evidence of price fixing is found, the companies could face fines the equivalent of millions of dollars, according to Bloomberg.
