NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." Under terms of a Consent Order issued to BMW, the company acknowledges that it violated requirements to issue a timely recall of vehicles that did not comply with minimum crash protection standards, to notify owners of recalls in a timely fashion, and to provide accurate information about its recalls to NHTSA. A new study shows that using an E15 blend instead of regular gasoline would reduce smog in Chicago. Increasing the availability of the 15-percent ethanol blend could help reduce carcinogenic air pollution and improve air quality, particularly on the city's South Side. Read more at Formula E's website. The average fuel economy of new vehicles has reached a new high of 25.8 miles per gallon, according to the University of Michigan. The school's Transportation Research Institute (UMTRI) used the window sticker ratings of the vehicles to reach that number for the month of August. That's 0.2 mpg higher than July, and 5.7 mpg higher than October 2007, when UMTRI began recording the data. The United States Advanced Battery Consortium has awarded a $667,452 development contract to battery maker Xerion. The contract - a 50-percent cost share co-funded by the US Department of Energy - is for a 15-month program to develop next-generation batteries for plug-in hybrids. 2019 BMW M850i xDrive: How it compares on paper with other GT coupes

Although the hot new vehicles for the rich seem to mainly comprise SUVs and supercars, the neglected luxury GT coupe segment is starting to see some life again. The latest to add a spark to this set is the 2019 BMW M850i xDrive. It goes on sale later this year, and revives the 8 Series that's been dead since the 1990s. The first version available to Americans will be one with a twin-turbo 4.4-liter V8, with other versions likely following. Before it launches, we wanted to get a lay of the grand-touring land and see how the new BMW stacks up to the competition in performance, practicality and price. While some of these models have higher-performance or more-affordable iterations, we picked the versions that would be the closest match to this 8 Series model. They include the 2019 Lexus LC 500, 2018 Mercedes-Benz SL 550, 2018 Mercedes-Benz S 560 Coupe and the 2018 Maserati GranTurismo. Engines, transmissions and performance On paper, the BMW M850i xDrive is clearly the performer of the group. It has the most power and torque at 523 horsepower and 553 pound-feet. Coupled with all-wheel-drive and an eight-speed automatic, the car is able to overcome its relatively portly 4,478-pound curb weight to hit 60 mph in a scant 3.6 seconds. That's more than half a second quicker than the lightest car in the group, the Mercedes-Benz SL550, which weighs 4,012 pounds. The other three vehicles are in the low- to mid-4-second range to 60 mph. Though the Maserati is the slowest to 60 mph, it does boast the highest top speed of 186 mph. The M850i and SL 550 are electronically limited to 155 mph, while the Lexus is limited to 168 mph. The Mercedes S 560 has the lowest top speed at an electronically limited 130 mph. The BMW and Mercedes resort to forced induction, whereas the Lexus and Maserati choose to stay naturally aspirated. This is likely why the Germans break 500 pound-feet of torque, while the others don't make it to 400. Also interesting is the spread of gear quantity. The Maserati has just six ratios to choose from, and the Lexus has a whopping 10.
