Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW 3 Series wagon configurator up, priced from $41,450

If you're still smarting from the shock of the BMW 3 Series Gran Turismo, we have good news for you. BMW has just fired up the configurator for the 2014 3 Series wagon. Prices start at $41,450, excluding an $895 destination and handling fee. The price tag will buy you a 328i xDrive Sports Wagon with a 2.0-liter inline four-cylinder engine boasting 241 horsepower paired with an eight-speed automatic transmission as standard equipment. The automaker's xDrive intelligent all-wheel drive is also standard, as is a fuel-saving auto start/stop function and 17-inch alloy wheels wrapped in all-season run flat rubber.
Buyers can step up to Sport Line trim for $2,600, and doing so graces the 3 Wagon with 18-inch wheels, high-gloss black accents outdoors as well as a sport leather steering wheel, high-gloss or aluminum interior trim and a black signature key fob. Luxury Line trim will set you back $2,300 abd features chrome trim accents outdoors and wood trim inside along with other goodies. Buyers can also opt for Modern Line trim at $2,300, complete with a turbine-design 18-inch alloy wheel, matte chrome trim bits outdoors and a range of interior trim options.
Our favorite of the bunch? That would be M Sport trim. While the tweaks are largely aesthetic, we dig the notion of 8-way power adjustable sport seats indoors and exclusive M Estoril Blue paint outside. Expect to pay $3,950 for the pleasure. Head over to the BMW site to build your own.

BMW planning Zhi Nuo Chinese sub-brand, may export models

Automakers continue to pour big money into the developing market that is China, and new sub-brands born of joint ventures with domestic partners crop up on what seems like a weekly basis. The latest? According to reports, BMW and its Chinese ally Brilliance are forming a new sub-brand called Zhi Nuo ("The Promise") that will likely rely on existing or older BMW products as a basis for new models.
Previous reports had indicated that the sub-brand could build its offerings based on an older 3 Series model (presumably the E90 series), but newer rumors have the X1 crossover (shown) factoring in. The Zhi Nuo brand could receive its official unveiling as soon as later this month at the Shanghai Motor Show.
Perhaps most interestingly, Automotive News Europe reports that the automaker's ambitions for Zhi Nuo may extend beyond China's borders. It's not clear what markets BMW may be eying, but executives admit the company hasn't ruled out Europe.
