Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW readies EV, hydrogen updates for 2015 Detroit Auto Show

BMW's stand at the 2015 Detroit Auto Show will be the place to go for updates. News about advances in electric vehicle infrastructure, hydrogen fuel cells (maybe) and BMW's suite of connected vehicles app things will all make an appearance at the show next month. Let's start with what we know for sure. Both the i3 and i8 plug-in vehicles are supremely connected cars. A new announcement from BMW (available below) says that the suite of "Now" – ChargeNow, ParkNow and DriveNow – apps will be extended and available internationally. The updates include things like being able to find new new fast-charging stations and ParkNow LongTerm, which will let drivers find a permanent parking space where they can fill up their batteries. As Jacob Harb, BMW of North America's head of electric vehicle sales and strategy, told AutoGuide, "2015 is the year of infrastructure." While there is no official mention of a fuel cell stack in the official release (and we've asked BMW to see if there's anything to this news), Inside EVs says that BMW will also show off its new fuel cell stack in Detroit. That's the one that Toyota and BMW are working on together, as announced back in January 2013. If it makes an appearance, then it'll be our first look at the powertrain that's one generation beyond what Toyota has now in the Mirai. On 12 January 2015, BMW will welcome in the new car year by unveiling a raft of new products at the North American International Auto Show (NAIAS) in Detroit. A fixture on the calendar since 1907, the event originally known as the Detroit Auto Show has a long tradition in the USA. This year will be the 27th time it has been held on an international stage, and more than 200 exhibitors will gather at the COBO Center on the Detroit River to present their latest offerings to a large audience. More than 18 million people have visited the show since 1989. The public days take place from 17 – 25 January. Celebrating their world premieres in Detroit are the new BMW 6 Series Convertible, Coupe and Gran Coupe, as well as the new BMW M6 Coupe, BMW M6 Convertible and BMW M6 Gran Coupe high-performance models. They will be joined at the NAIAS by the cutting-edge BMW i models and innovative services encompassing the world of electric mobility. BMW i3 will come with unusual 'OwnersChoice' non-lease option

In case you were interested in driving a BMW i3 but were afraid of getting into a traditional lease, there's some good new for you. We think. BMW recently announced that it would offer something called "OwnersChoice" and "OwnersChoice with Flex" to make the elegant city EV an easier purchase. Or temporary purchase, anyway. Something called "OwnersChoice with Flex" is not listed on the federal government's consumer information page on vehicle financing and we couldn't get a better explanation out of BMW than the official announcement, but the gist appears to be that an i3 buyer can make a gigantic balloon payment at the end of the contract term in order to pay less in monthly costs along the way. The way Automotive News describes it, the typical balloon note chains the buyer to the car in such a way that, while you can get lower monthly payments, you're still on the hook for the amount of the financing even if you return the car. With OwnersChoice, if you give the i3 back after the contract is done (usually after three years), you're in the clear. With OwnersChoice with Flex, you need to pay up no matter if you keep the car or not, but you can take the $7,500 federal tax incentive and increase your balloon payment by - let's see here, what's the amount? ah, yes - up to $7,500, which would knock $208 (7,500 divided by 36) off your payment every month. BMW Group Financial Services (GFS) came up with this new lease/payment hybrid thing, and Fred Isele, BMW GFS vp of sales and marketing, says it lets owners get, "a comfortable payment for one of the highest technological and efficient premium electric vehicles available to date."
