Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW invests in carbon fiber for use beyond i and M models

The immense amount of resources BMW has poured into its i brand program hasn't stopped, and recent developments indicate it's likely to pay off for BMW and BMW buyers outside the i brand. The i8 has already sold out its first year run, the i3 racked up 10,000 orders before it even went on sale and is already the subject of public discussion about being stretched into an i5, and a new investment in carbon fiber production has the automaker talking about CFRP use in non-i and non-M models.
BMW and SGL Group got together to form SGL Automotive Carbon Fibers (ACF), and the joint venture produces all of the CFRP for the i3 and i8 on two production lines at its plant in Moses Lake, Washington. After already investing $100 million to increase capacity, BMW has announced that another $200 million will add four more production lines, tripling production from 3,000 tons per year to 9,000 tons. When the expansion is complete in 2015, BMW says the Moses Lake facility will be the world's largest carbon fiber plant.
That's a lot of weave and the long view is that it will find its way into core models, with BMW exec Dr. Klaus Draeger saying, "As part of an intelligent mix of materials, we will apply carbon also beyond our BMW i and BMW M models in the future," and be able to do so "at competitive costs and in large quantities."

Toyota-BMW sports car to gain all-wheel drive, supercapacitors?

Sales of salt are skyrocketing following the latest rumor of the planned joint-venture sports car from Toyota and BMW. The whisperings indicate that project will spawn both a replacement for the BMW Z4 and a long-awaited Toyota Supra successor based on the FT-1 Concept shown above. Word is that the new cars will feature front-engine, all-wheel-drive layouts with plug-in hybrid technology. This news would appear to run somewhat counter to earlier reports that BMW and Toyota are teaming for a six-figure hybrid supercar.
According to Autocar, the project will benefit from the experience Toyota gained with the TS030, its hybridized Le Mans prototype. The evidence for this is, of all things, a Toyota Yaris - in particular, the Yaris Hybrid R that was shown at the 2013 Frankfurt Motor Show last September. That car used a 300-horsepower, 1.6-liter gas engine, while a pair of 60-horsepower electric motors provided all-wheel-drive push (an additional motor also sent additional juice to the front axle). The 414-system-horsepower drivetrain used supercapacitors in place of the traditional lithium-ion batteries of traditional hybrids.
For the production sports cars, Autocar claims that the Yaris Hybrid R's setup will serve as the basis for the new powertrain, although it won't be a direct carryover. Instead, a 2.0-liter BMW engine will be paired with Toyota-designed, BMW-built motors.
