Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. At the end of the day, your friendly Autoblog editors are car guys, just like you. So, while we might have more of an opportunity to test some of the most interesting vehicles on the new car scene than does your average gear head, we can still be found whiling away those long afternoon hours looking at used cars and thinking about what could be.
Just the other day, we had a vivid reminder about one of our dream cars from the very recent past, the 2011 BMW 1 Series M Coupe. If you didn't catch it, Michael Harley had a great time testing and reviewing the new Dinan S3-R version of the car, which throws an impressively engineered turbo and suspension tune on a BMW that was damn near perfect out of the box.
In the Comments section of that review, a few savvy Autoblog readers pointed out that our estimated price for a used donor car, set at $50,000, was low. Odd, we thought, as the car retailed for less than $50k ($46,135) when it was new in 2011. So we started checking around.

BMW eyes Z4 replacement before 2020

As BMW has been busy building four-door versions of two-door versions of four-door cars, less useful crossovers and front-drive minivans, you could be forgiven for thinking it had given up on its aging Z4 roadster. But that, we're pleased to report, isn't the case. According to Automotive News, BMW is hoping to release the next-generation Z4 (if that's what it ends up being called) before the close of this decade. The news outlet spoke to the company's chief engineer, Klaus Frohlich, at the 2015 Geneva Motor Show, who indicated that BMW may split costs on the new car with Toyota, as part of the partnership between the two automakers. This partnership is integral to the next-gen Z4, largely because of the declining importance of the roadster segment, Herr Frohlich indicated. "If you look at the volume... we have to realize that these segments are shrinking," Frohlich told AN. According to the publication, sales of the Z4, which hit the market in its current form back in 2009, dropped 11 percent in Europe and 13 percent in North America. The car also is less attractive to customers in China for a number of reasons. "[Chinese customers] are not interested in roadsters," Frohlich explained. That's because privacy is a high priority for drivers in China, AN said. On top of that, open-roof cars expose their customers to China's notorious air pollution, which drivers are understandably keen to avoid. Related Video:
