Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. BMW Recalls 1.6 Million 3 Series Cars For Air Bag Problem

DETROIT (AP) - BMW is expanding a recall of its most popular models to fix an air bag problem that is hitting much of the global auto industry. The German automaker says it will recall 1.6 million 3 Series cars from model years 2000 to 2006 across the world, including 574,000 in the U.S. The company said Wednesday that it's a precaution because other automakers using similar systems have reported problems. Air bag inflators in systems made by Takata Corp. can rupture. If that happens, the bags might not work properly, and shards could fly out and cause injury or death. The problem is responsible for millions of recalled vehicles during the past few years made by manufacturers such as Chrysler, Ford, Honda, Mazda, Nissan and Toyota. Here's a look at the long history associated with this problem, that affects millions of cars. BMW said it has no reports of problems in its vehicles. Dealers will replace the passenger-side front air bags. The new recall excludes 42,000 BMWs recalled in May 2013 for the same problem. The company says it is recalling all vehicles equipped with potentially faulty air bag systems regardless of where they were sold. In June, the U.S. National Highway Traffic Safety Administration began investigating air bags made by Takata, a Tokyo-based supplier of seat belts, air bags, steering wheels and other auto parts. The agency said it received six reports of air bags rupturing in Florida and Puerto Rico. Three people were injured in those cases. It had estimated 1.1 million vehicles in the U.S. could be affected, but the total is likely to climb. The government says it wanted to act quickly in warm states while it continues to investigate the issue. "Based on the limited data available at this time, NHTSA supports efforts by automakers to address the immediate risk in areas that have consistently hot, humid conditions over extended periods of time," the agency said in a statement. Takata said in a statement Tuesday that it is supporting the NHTSA investigation and its customers with technical analysis and replacement parts. BMW i3 wins 2015 Green Car of the Year award

The popular little BMW i3 (popular in the US, at least) was named the 2015 Green Car of the Year at the Los Angeles Auto Show today. The award doesn't just take into account a car's green credentials but also its "availability to the mass market." While the i3 is a bit expensive, starting at $41,350, it is becoming available at BMW dealers across the country, which cannot be said about a lot of other new plug-in vehicles released these past few years. The other finalists this year were the CNG-powered Chevy Impala Bi-Fuel, the Audi A3 TDI, the Honda Fit and the VW Golf. The BMW i3 with range extender gets a fuel economy rating of 117 MPGe and 39 miles per gallon (in gas mode) with a 72-mile EV range. The EV-only version gets 124 MPGe combined (137 in the city and 111 on the highway) and has an EV range of 81 miles.
