Defying Trump, major automakers finalize California emissions deal

WASHINGTON — The California Air Resources Board (CARB) and major automakers on Monday confirmed they had finalized binding agreements to cut vehicle emissions in the state, defying the Trump administration's push for weaker curbs on tailpipe pollution. The agreements with carmakers Ford Motor Co, Volkswagen AG, Honda Motor Co and BMW AG were first announced in July 2019 as voluntary measures prompting anger from U.S. President Donald Trump. A month later, the Justice Department opened an antitrust probe into the agreements. The government ended the investigation without action. The Trump administration in March finalized a rollback of U.S. vehicle emissions standards to require 1.5% annual increases in efficiency through 2026. That is far weaker than the 5% annual increases in the discarded rules adopted under President Barack Obama. The 50-page California agreements, which extend through 2026, are less onerous than the standards finalized by the Obama administration but tougher than the Trump administration standards. The automakers have also agreed to electric vehicle commitments. Volvo Cars, owned by China's Geely Holdings, said in March it planned to join the automakers agreeing to the California requirements. It has also finalized its agreement. The settlement agreements say California and automakers agreed to resolve "potential legal disputes concerning the authority of CARB" and other states that have adopted California's standards. In May, a group of 23 U.S. states led by California and some major cities, challenged the Trump vehicle emissions rule. Other major automakers like General Motors Co, Fiat Chrysler Automobiles NV and Toyota Motor Corp did not join the California agreement. Those companies also sided with the Trump administration in a separate lawsuit over whether the federal government can strip California of the right to set zero emission vehicle requirements. Ford said the "final agreement will reduce emissions in our vehicles at a more stringent rate, support and incentivize the production of electrified products, and create regulatory certainty." BMW said "by setting these long-term, predictable, and achievable standards, we have the regulatory certainty that is necessary for long-term planning that will not only reduce greenhouse gas emissions but ultimately benefit consumers as well." 

BMW's EV tech is being used to resurrect the Karma

Saying that luxury electric-vehicle manufacturer Fisker was beleaguered before its demise a few years back would be a gross understatement. But despite the cars self-immolating and Tesla CEO Elon Musk criticizing everything but the Karma's design, a Chinese auto parts manufacturer is resurrecting the brand under a different name: "Revero." That's according to a report from Wall Street Journal. Wanxiang Group is moving production to EV-hotbed California from Finland and will unveil its new ride either in July or August, but pricing hasn't been announced yet. The previous Karma sold for $100,000. Perhaps most interesting, though, is how it's going to address the reliability issues that plagued the company's predecessor. WSJ says that the automaker is licensing BMW's electric vehicle control and charging systems – a deal finalized last year. "There are huge, serious, major upgrades throughout the electronics systems, wiring, charging, battery," Karma's chief marketing officer Jim Taylor says. In terms of looks, though, it doesn't sound like you should expect anything to change in that department because the overhauls aren't going to be visible, according to Taylor. Wanxiang picked up Fisker's remains for $149 million a few years back. This deal is important, especially for BMW: If the German automaker's licensed tech can help Fisker outrun its smoky, checkered past, that's a high-profile win for everyone involved. BMW 2 Series Coupe priced from $33,025* ahead of Detroit debut

BMW is definitely going to have its hands full at next month's Detroit Auto Show. The big news might be the debut of the M3 and M4, which were previewed in our Deep Dive, but joining those performance cars under the bright lights will be the all-new 2015 BMW 2 Series Coupe.
While we already know most of the details about the 2 Series and its available M Performance parts, BMW has now announced that the Coupe will go on sale in the first quarter of next year with a starting price of $33,025 (*plus $925 for destination) for the base 228i. This price is about $1,500 more than the current 1 Series Coupe, which starts at $31,500, while the M235i's starting price of $44,025 is almost $500 more than the existing 135is Coupe. There is still no indication as to when we'll see 2 Series Convertible unveiled.
In addition to new M cars and the 2 Series, BMW's display will also reveal another new color-theme package for the Z4. Last year we saw the Hyper Orange package, and this year will give us the Ivory White Burnt Sienna Z4 available in an exclusive Sparkling Brown Metallic exterior paint color.
