Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. Evo pits BMW M3 against Porsche Macan in drag battle

If you want to move five passengers in very rapid fashion and you've got a $75,000 budget, two newly introduced four-door models immediately come to mind - both are the highest performing vehicles in their respective segments. But which is faster off the line, to the 60-mile-per-hour benchmark or flat-out over an even longer run? Evo took both to paved aircraft runway to find out.
In lane one we've got the all-new Porsche Macan Turbo, which boasts a twin-turbocharged, 3.6-liter V6 rated at 400 horsepower and 406 pound-feet of torque. The Porsche is fitted with a seven-speed, dual-clutch gearbox, and the 4,244-pound crossover has the traction advantage of standard all-wheel drive. In lane two is the all-new BMW M3, powered by a twin-turbo 3.0-liter inline-six rated at 425 horsepower and 406 pound-feet of torque. It is also equipped with a seven-speed, dual-clutch gearbox, but only the rear wheels of the 3,595-pound sedan are driven. Both the BMW and Porsche arrive with launch control, which helps to remove driver error off the line.

BMW shows up-armored X5 concept and we can't get near it

BMW has brought a slightly different concept vehicle to the 2013 Frankfurt Motor Show. Rather than something that foreshadows a future product or a new design direction, the Munich-based manufacturer has brought an X5 that's designed to be shot at. It's called the Concept X5 Security Plus. The Concept X5 name is a bit misleading, though. It's based on the 2014 X5, while BMW already builds an armored CUV, called the X5 Security. The concept tag has to do with the "Security Plus" part.
Engineered to be compliant with VR6 security standards - the current X5 Security is for VR4 standards - the Concept X5 will quite happily shrug off direct attacks from an AK-47. Thanks to sealed joints, high-strength steel moldings, high-performance steel body panels and special, polycarbonate-coated security glass, Kalashnikov's finest, whether used as a firearm or as a melee weapon, would be useless against this X5.
Built alongside the standard X5 in BMW's Spartanburg, SC factory, the X5 is shipped to a BMW facility in Toluca, Mexico for installation of the armor and security features. The company claims this delivers a more thoroughly engineered protective solution than aftermarket retrofitting.
