Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW could add all-electric Mini, X3 SUV

BMW's Mini sub-brand will add a battery-electric variant as the company looks to meet stricter emissions mandates around the world, according to an interview Bloomberg News conducted with CEO Harald Krueger. BMW is also planning an all-electric version of its X3 SUV and may start greening up models as large as its 7 Series sedan, though that prospect is far cloudier. The all-electric Mini will be available to the public as soon as 2019, while the battery-electric X3 SUV will likely start sales the following year. BMW didn't offer specifics about how much those models would cost or far they will be able to travel on a full electric charge, with Krueger only saying single-charge ranges would be "competitive" with other all-electric models. BMW this summer upgraded the battery in its i3 electric vehicle and boosted its single-charge range by about 40 percent to 114 miles. As for demand for BMW's i sub-brand vehicles, US sales of the i3 through September fell 27 percent to almost 5,800 vehicles, while sales of the i8 plug-in hybrid are down 19 percent to about 1,100 units, BMW said on Monday. Meanwhile, word got out earlier this year that BMW may dedicate the Rocketman concept hatchback as Mini's entrant to the electric-vehicle sector. BMW actually used a Mini as its first electric testing vehicle. The Mini E was produced in 2009 and 2010 before giving way to the BMW ActiveE, which was actually a converted 1-Series vehicle. BMW Vision Future Luxury Concept is bold and beautiful in Beijing

BMW officially unveiled the Vision Future Luxury Concept today (or is it tomorrow?) at the 2014 Beijing Motor Show, giving the world's media an in-the-flesh look at not only a future design theme for the brand, but a rumored flagship model.
This is a looker in person, thanks to its Pininfarina Gran Lusso Coupe-inspired design, and it's not too difficult to imagine it in production car form, with smaller wheels, larger mirrors and the other minor transformations that take place from drawing board, to auto show and, finally, to assembly line. In general, it seems like there are more than a few parts of this vehicle that are ready for production.
We didn't talk about it in our initial post, but it bears mentioning that this particular concept is wearing an eDrive badge on its backside, indicating that under the Vision Future Luxury's long hood is some form of plug-in-hybrid propulsion. It's anyone's guess as to what engine, battery and motor combinations BMW is playing with, although it does seem questionable whether BMW would launch a PHEV flagship to do battle with a top-rung variant of the Mercedes-Benz S-Class (which will likely use V12 power).
