Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. BMW reveals new seven-seat 2 Series Gran Tourer [w/video]

Everything is turning up Gran over at BMW these days. The 4 Series and 6 Series sprout extra doors to become Gran Coupes. The 3 Series and 5 Series get weird rooflines to become Gran Turismos. And now the 2 Series Active Tourer has grown an extra row of seats to become the Gran Tourer. What we're looking at is essentially the same mini-minivan/tall-hatchback that emerged almost exactly a year ago as the first front-drive model in BMW's history. Only in the guise of the new 2 Series Gran Tourer, it's been stretched to accommodate that third row of seats to give it seven-seat capacity – which was to be expected, of course, but is still fairly impressive considering how compact this vehicle actually is. It may be less than ten inches longer than the five-seat Active Tourer, but it's still smaller than just about any seven-seater on the market, and to hear the Bavarians tell it, it's "the world's first premium compact model to offer up to seven seats." Those seats are optional and can fold under the floor, and the middle row splits 40:20:40 and folds flat at the push of a button to give the 2 Series Gran Tourer a flexible cargo capacity ranging from 22.7 cubic feet all the way up to 67 cu ft. All of that in a vehicle no longer than a Ford Focus, which even in European wagon form can only swallow 53 cu ft with the seats folded – and you can forget about the extra seats in the Focus. European buyers will be able to choose between five engine options with three or four cylinders and ranging from 116 horsepower to 192. Available all-wheel drive might make you forget it's riding on a front-drive platform altogether (but not likely). Either way, the five-seat Active Tourer hasn't found its way to US showrooms, so we won't expect to see this new seven-seat version here either. At least not for the time being. But we'll surely have the chance to check it out in person for you next month at the Geneva Motor Show. BMW i3 starts near $35,000; NA first deliveries January 2014

While in Germany at the first early pre-production drives of the hotly anticipated BMW i3, BMW people finally hinted at a price ballpark. Numbers being tossed around by pundits have actually been pretty close to what BMW is discussing internally - between $35,000 and just over $40,000. We have been assured now that the base price, should one choose to buy and not lease in the Euro zone, is just over 35,000 euro, with some big taxes included in that price. In the US, the starting price for the fully EV plug-in version should be $34,500 or right thereabouts. In addition to new pricing, we've also gotten our best-yet look at the i3, with the freshly uncovered spy shots you see here.
European deliveries begin in November of this year for the fully electric version of the rear-wheel-drive i3 with 168-horsepower and 184 pound-feet of torque. The e-motor mounted over the rear axle is supplied with energy by the 22-kWh lithium-ion battery pallet under the passenger compartment. Recharging happens in any of three ways: public or personal garage plug-in charge station (garage version not included in the price), the onboard system's Pro Eco mode that adds resistance to the drivetrain in a type of rolling brake energy recuperation, or through the normal brake energy and off-throttle coasting regeneration more common to EVs. Range on a full charge of this drivetrain is said to be upwards of 100 miles under hyper-miling conditions.
Perhaps the best bit of news is that the alternative, range-extending, two-cylinder 600cc engine supplied by BMW Motorrad for the hybrid version of the i3 - mounted in the rear together with the e-motor - will add only 2,000 euros in Europe and about $2,000 in the US. This is a range-doubling solution that could have brought a much higher price gouge, so thank you, BMW. The hybrid e-drive i3 version arrives a couple months after the full-EV launch version. Remember that, unlike the very similar system for the Chevrolet Volt, the system in the i3 supplies no mechanical torque to the driven axle and is only used as a generator (a system BMW first used last year in the 1 Series-based Active ). The US is seen as the clear number one market for the i3.
