Did BMW drag its feet on Mini recall?

The National Highway Traffic Safety Administration is opening an investigation into BMW's reporting of a recall for 30,456 examples of the 2014-2015 Mini Cooper Hardtop, Cooper S, and the 2015 John Cooper Works. According to the government, "it appears from a review of NHTSA's databases that BMW may have failed to submit recall communications to NHTSA in a timely manner." The automaker issued the recall in July because crash tests showed the models didn't meet side impact requirements for passengers in the back seat. While there were no reported injuries at the time, the company decided to install energy-absorbing material in the space between the rear interior panels and the exterior. However, NHTSA has decided to investigate whether this campaign should have started much earlier, given the evidence the company had. According to the government's report, the Cooper Hardtop failed side-impact tests in 2014, although one of these tests was five-miles-per-hour faster than the Federal Motor Vehicle Safety Standard. The agency claims: "In January 2015 BMW verbally committed that it would conduct a service campaign to add padding to the rear side panels of MY 2015 Mini 2 Door Hardtop Cooper models. However, BMW did not initiate the service campaign and failed to inform NHTSA of its failure to do so." A subsequent crash test of an example with this fix showed it to make the vehicle compliant with the rules. Mini spokesperson Mariella Kapsaskis told Autoblog: "Regarding the NHTSA audit query, BMW Group is evaluating the request and will respond to NHTSA as appropriate." Porsche will be running a third 919 Hybrid LMP1 car in the 2015 24 Hours of Le Mans endurance race. The extra Porsche will race in the six-hour May 2 WEC race at Spa-Francorchamps as a lead-up to the legendary 24-hour race on June 13 and 14. Porsche hasn't announced the driver lineup for the third 919 Hybrid, but drivers will remain the same for the other two cars. BMW i Ventures is investing in Zendrive, a driving focused data and analytics company. The cooperation of the two companies is meant to help advance safety and efficiency by making the "in-car mobility experience even smoother by optimizing commuting and driving patterns," according to BMW i's Ulrich Quay. The venture capital arm of BMW's i brand also invests in JustPark, Chargepoint, Life360, Chargemaster and MyCityWay, and says it will have more strategic investment announcements in the coming months. Read more in the press release below. The Audi Hungaria factory in Gyor, Hungary will soon be getting geothermal energy from a nearby plant being constructed in Per. When the facility is finished, Audi expects to source 82,000 megawatt hours of geothermal energy per year from it, or about six percent of its total heating needs. The clean energy helps Audi move "step by step along a path to developing a CO2-neutral production plant," says Audi's Dr. Hubert Waltl. Supporters have begun a petition drive for the passage of an E15 ordinance in Chicago. Despite pushback from oil companies, the city council is close to passing the "Chicago Clean Air Choice Ordinance," which includes the requirement by retailers to sell the 15-percent ethanol gasoline blend in the city. The ordinance includes an exception for stations selling less than 850,000 gallons of fuel per year. Alpina D3 Bi-Turbo torquing its way toward Frankfurt

Few tuners benefit from the kind of factory support that Alpina does, giving the pseudo-aftermarket firm nearly as much official status as BMW's own M division. And this is its latest product.
Set to debut, as expected, at the Frankfurt Motor Show this week is the new Alpina D3 Bi-Turbo, which you can consider, for all intents and purposes, the diesel M3 that BMW never built. While the outgoing D3 (which was Alpina's best-selling model) used a four-cylinder engine, Autocar reports that the new model packs a 3.0-liter, twin-turbo inline-six diesel to drive a respectable 345 horsepower but a mammoth 516 pound-feet of torque to either the rear wheels or all four through the optional availability of xDrive. (European buyers will also be able to choose between sedan and wagon bodystyles.)
The engine is the same as you'd find in the XD3 and D5 (Alpina's diesel performance versions of the X3 and 5 Series, respectively), but in the lighter 3 Series form can propel the D3 Bi-Turbo up to 62 miles per hour in 4.6 seconds and on to an Autobahn-crunching top speed of 173 mph. And as per Alpina tradition, visual cues are minimal, with a subtly optimized aero kit and 19- or available 20-inch alloy wheels. Unfortunately, the 7 Series-based B7 is the only Alpina we get on this side of the Atlantic, but an oil-drenched performance enthusiast can dream.
