Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Rinspeed Budii Concept is a rolling smorgasbord of future tech [w/video]

There's a strange dichotomy going on inside the Rinspeed Budii Concept. Actually, there's a slew of seemingly mismatched ideas, but that seems par for the course when it comes to the mind of Frank Rinderknecht, no? For instance, there's a manual-wind Manero PowerReserve watch embedded in the cabin, which seems quaint, considering the high-tech nature of the car's design and intent. A high-resolution camera apparently "recognizes" when the watch is getting low on power, and a robotic arm "uses ingenious motions to wind the movement" of the watch. Seriously. The aforementioned robotic arm is a seven-axis unit that can "reach out" to the driver or passenger so that they can take over driving duties from the autonomous car. In this way, the occupants can choose to put their lives under the control of the "cognitive and intuitive autopilot" provided by a telescoping laser scanner and a high-res camera that map the car's surroundings, or to make their own "ethical" driving decisions. We kind of assume that refers to the current autonomous-driving question of the times: whether or not to save the lives inside the car our outside of it in case of emergency. If all of that sounds suitably high-tech, you should also know that the "feel-good lounge atmosphere" of the interior features removable plexiglass work surfaces inside, folding blinds for privacy that are custom printed with user-selectable designs, air outlets with ambient lighting, a "wellness shower in the headliner" (whatever that means) and a center console with – you guessed it – cup holders. The platform on which all of this is based is the all-electric BMW i3 hatchback. While the research centers of the automotive industry are still feverishly working on the technical solutions, progressive thinkers such as the Swiss idea factory Rinspeed are already giving concrete thought to how automated private transport will transform the car and the man-machine system. BMW 3 Series set for mild facelift

The latest BMW 3 Series is pretty new, right? Well it's been on the market for the better part of three years now. And on a typical six-year production cycle, that means it's halfway through its life. It only makes sense, then, that BMW should be preparing a little mid-life facelift, and that's just what we appear to be looking at in these latest spy shots.
The changes will likely be minimal when the revised 3 Series debuts sometime in the middle of next year, with the visual changes to the exterior centering around a new front bumper. New lighting front and rear may also be part of the package, and you can also expect some updates to the interior while those Bavarian engineers are at it.
