Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. 2020 Acura NSX leads this month's list of discounts

With its 573-horsepower hybrid powertrain and 0-60 time of 2.9 seconds, there's no doubt that the Acura NSX is an impressive machine. As its production numbers and pricing adjustments attest, however, it's not a big seller. And this month, Acura's high-end coupe has a larger monetary discount than any other vehicle in America. Buyers of the 2020 Acura NSX are scoring an average cut of $19,659 off the car's $159,530 sticker price. That equals a 12.3% savings for an average transaction price of $139,871. That's still a hefty chunk of change, but it's a reasonable sum for a vehicle with the NSX's performance chops. The next two vehicles in order of largest discounts follow the same luxury performance coupe trend. The Audi R8 is a much pricier vehicle than the NSX, which means its $16,146 discount only represents 8% off its average $200,086 sticker, but we doubt buyers are complaining. Next up is the BMW M8, a vehicle that has been at or near the top of this list more than once. The M8's average discount of $15,403 represents a 10.4% savings off its $148,880 retail price. Interestingly, that puts the M8 and NSX within a few thousand dollars of each other. BMW M3 and M4 will rock 430 hp from twin-turbo six with standard manual [w/video]

We're not sure which spec we're most intrigued by for the new BMW M3 and M4: the twin-turbo six-cylinder with 430 horsepower and "far beyond" 369 pound-feet of torque, the 3,300-pound curb weight or the standard six-speed manual transmission with automatic throttle blipping on downshifts. That engine is fitted with both Valvetronic and Double-Vanos, twin-wire arc-spray coating in the cylinders instead of liners to save weight, a track-ready cooling system with additional radiators, a forged crankshaft, dry-sump lubrication and a magnesium oil sump. BMW says its "high revving concept" has a redline beyond 7,500 rpm.
In the M4, it will be pulling a coupe with "a weight of just under 1,500 kilograms," which is 3,300 pounds to you and me. That number is said to include no driver and 90 percent fuel, but we're still waiting on the exact number and specs. BMW says it's "around 80 kilograms lighter than a comparably equipped predecessor model," putting the power-to-weight ratio at something like 7.68 pounds per horsepower at the same time as it helps reduce fuel consumption by 25 percent. The use of carbon fiber reinforced plastics (CFRP) for the roof, drive shaft (with no center bearing), trunk and front strut brace, and forged aluminum for suspension components, have aided in the weight loss. This time around, the sedan - the M3 - will also get a CFRP roof.
The default option will be a six-speed manual.
