Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. How to charge up your BMW i3 with a Honda

Behold a cheaper version of BMW's range extender for its i3 plug-in. And it's brought to you by ... Honda? Sort of, if you take the approach that Gadget Review took when it looked for an alternative to ponying up the $4,000 or so for the gas-powered i3 range extender that comes from the factory. What was procured was a Honda portable generator for Home Depot for the experiment, which involved gassing the generator up in a parking lot, plugging in the i3 and going out for a cup of coffee. The result was that, after about a half-hour of charging, the i3 picked up about four miles of driving range. Not exactly revolutionary but it least a bit instructive. And given that Honda generators start at about $800, the idea, while clunky, is potentially cash-saving. Gadget Review briefly took the experiment one-step further by trying to run the generator inside the back of the car and plugging in, complete with a rigged-up ventilation system, but the host thought better of it once he realized that there'd be suffocation involved. BMW bringing special Horse Edition 7 Series to Beijing

The Beijing Motor Show is just a couple of weeks away, and BMW wouldn't miss out on the opportunity to show off its latest wares to one of its most vital markets. So when the doors open in Beijing, BMW will showcase the new 2 Series Active Tourer, 2 Series Coupe, M3 and M4, 4 Series Gran Coupe and X4. It will also introduce the i3 and i8 to China for the first time. But those are all models we've seen already. What's new is... wait for it... the 7 Series Horse Edition.
Not celebrating horses so much as the Year of the Horse, this special edition 7 Series is based on the long-wheelbase model and comes with all manner of M equipment packages, a special paint job from BMW Individual and unique touches inside and out. BMW isn't saying which engine it features, but it sells the series in China in 730Li, 740Li, 750Li, 760Li and ActiveHybrid forms, with rear- or all-wheel drive. Given that the one pictured is wearing an xDrive badge, it would have to be either the 740Li or 750Li, but buyers will presumably be able to order it in whichever spec they desire.
While it may not be as exciting as the 9 Series concept BMW is rumored to have lined up for the Beijing show as well, you can bet that the Bavarian automaker will find plenty of buyers for this extra-special, extra-Chinese, extra-equestrian luxury sedan, and command a healthy premium from each and every one of them.
