Recharge Wrap-up: Renault ZOE wins Zenn Monte-Carlo Rally, BC revives EV rebates

Renault ZOE EVs took the top four places in the 2015 ZENN Monte-Carlo Rally. Renault's cars finished first in consumption, regularity and overall standings. ZOEs took the top four spots overall and in the regularity tests, and the top five places for consumption. Renault entered four teams - two with professional drivers (finishing first and second), one piloted by journalists (placing third) and another by bloggers (taking seventh place). Another individual team entered the race with their own ZOE and finished fourth overall. The electric vehicle race took place over 130 miles and seven and a half hours. Read more in the press release from Renault below. British Columbia has reinstated its Clean Energy Vehicle Incentive Program. Phase two of the program, which starts April 1, is expected to put another 1,700 plug-in cars on BC roads. It's funded by the province's Innovative Clean Energy Fund, which gets its money from carbon taxes. Customers can receive rebates of up to C$5,000 for EVs, while fuel cell vehicle customers could get back up to C$6,000. Drivers can also get up to $C3,250 for scrapping cars built before 2000. BMW is noticing increased sales of its i3 EV tied to government incentives for electric cars. "We can see a clear connection between sales figures and political initiatives," says BMW Group CEO Norbert Reithofer. "Wherever governments offer tangible incentives for e-mobility, the registration figures for the BMW i3 soar." Last year, BMW sold about 2,000 i3s in Norway and 3,000 in California. In Germany, where BMW only sold about 2,100 i3s, Riethofer suggests the government needs to do more to support clean cars. "The German carmakers have delivered their part of the bargain. Creative minds build lightweight Lambos and Bugattis with cardboard and pedals

As manufacturers continue their quests to reduce the weight of their vehicles, they switch out heavy steel for lighter materials such as aluminum, carbon fiber, titanium, and sometimes even magnesium. But they've been ignoring a cheap alternative that is widely available: cardboard. Leave it to two visionaries from Vietnam to crack the code and build supercars and superbikes out of the versatile paper product. Vietnamese YouTube channel NHET TV, via CarScoops, might only have a year under its belt, but in that short amount of time, it has amassed more than 350,000 subscribers. What initially started out as a random collection of harmless pranks, trolls, and makeshift time-killers has blossomed into an entertaining channel of ultra-low-budget car and motorcycle builds.  The first video posted is a paper plane competition, but the second video shows the first appearance of a vehicle, a Ducati Panigale made out of cardboard and a bicycle. This isn't like Paper Mario with a two-dimensional silhouette, it's a close-enough three-dimensional replica. That project was admittedly pretty rough, but the work has only improved as the channel has matured.  Throughout the past year, NHET TV has stuck with high-performance transportation for inspiration. They've built projects that mimic a Lamborghini Sian, a Lamborghini Aventador SVJ, a Ferrari LaFerrari FXX K, a Bugatti Chiron, a BMW S 1000 RR, and a Yamaha YZF-R6, among others. Some of the builds, such as the Bugatti, go beyond the typical cardboard-body-on-bicycle-frame. As seen in the video below, the NHET TV built a tubular frame for the car using spare bike parts that they welded together. The Bug even has a custom steering column and steering wheel, though the high-quality model continues to use bike chains and pedals for power. The SVJ might be the most advanced vehicle, as it has a real engine for power and has custom reverse gearing. BMW M4 Coupe laps 'Ring in 7:52, bests outgoing M3

Comparing Nürburgring Nordschleife lap times is a bit of a black art, especially when looking at times officially set by manufacturers matched against other sources. Driver skill and weather conditions play a huge roll in determining a quality time. Still, it appears BMW fans have reason to celebrate because the new M4 Coupe beat the previous-generation M3 by 13 seconds in a recent test by Germany's Sport Auto magazine.
Sport Auto conducts what it calls the Supertest, where it runs performance cars around the 'Ring and the short course at Hockenheim to create its own database of comparable times. The M4 with a dual-clutch transmission, ceramic brakes and Michelin Pilot Supersport tires managed a quality 7 minutes 52 second lap around the 12.8-mile course, compared to 8:05 from the last M3, according to BimmerPost. The new coupe also beat the magazine's posted times for the Audi RS5 Coupe, which did it in 7:59, and Mercedes-Benz C63 AMG with an 8:01, but couldn't quite match the 7:44 set by a 911 Carrera S. Still, BMW must be somewhat pleased with these results of its new 425-horsepower coupe because it posted the magazine's cover and an image of the time on its official M Facebook page.
While the M4 apparently stands up to contemporaries and predecessors, new generations of the AMG and RS models are reportedly on the horizon. In other words, more tests will come.
