When the first owner(s) obtains a title from a Department of Motor Vehicles as proof of ownership.
Mileage Inconsistency
If an odometer reading is less than a previous reading but CARFAX is uncertain whether the discrepancy is a rollback or a clerical error, then CARFAX calls it a "Mileage Inconsistency". In this case, you should verify the mileage with your dealer or a qualified mechanic.

Ownership History
CARFAX defines an owner as an individual or business that possesses and uses a vehicle. Not all title transactions represent changes in ownership. To provide estimated number of owners, CARFAX proprietary technology analyzes all the events in a vehicle history. Estimated ownership is available for vehicles manufactured after 1994 and titled solely in the US including Puerto Rico. Dealers sometimes opt to take ownership of a vehicle and are required to in the following states: Maine, Massachusetts, New Jersey, Ohio, Oklahoma, Pennsylvania and South Dakota. European auto writers, especially the British, have a bit of a reputation for favoring their own domestic cars over foreign rivals in comparison tests. Just think about how many times you've heard Jeremy Clarkson deify the latest product of UK loins while denigrating an American rival as a hopeless "Yank Tank." However, we have to tip our hats to the folks at Autocar because in its latest video comparing the 2014 Corvette Stingray to the Porsche 911, Jaguar F-Type V8 S and Audi R8, it's actually given the Vette a fair shake. Autocar has put the Stingray through a battery of tests against what it considers to be the three best sports cars on sale in Europe today. And while the tests that it has chosen are somewhat random and subjective, it has concluded that the C7 can stand up against its rivals, even irrespective of its price. It's one thing to hear about how great the Stingray is from American writers, but it's great to know that not all Brits think we've gone crazy for calling the new Chevrolet "exquisite." When we saw the picture above yesterday, our first thought went to driver Loic Duval. After hearing that he, miraculously, walked away from the annihilated heap that had been the number one Audi R18 e-tron Quattro, our next thought went Audi's hopes in this year's 24 Hours of Le Mans. With the race kicking off on Saturday, we couldn't be sure if the team would run a two-car effort (that would put them on even footing with the two-car teams of Porsche and Toyota), attempt to rebuild the decimated racer or bring in a new tub and start from scratch. Turns out, Audi opted for door number three, importing an all-new chassis to replace the destroyed R18. According to Audi, the team pulled an all-nighter to ready the new car in time for scrutineering and the second round of qualifying. The Audi RS7 is already one of the most stylish sports sedans (hatch, wagon, whatever...) on the road today with flowing roof and hunkered down appearance. Now the German automaker is taking that formula even further with the introduction of the RS7 Dynamic Edition at the 2014 New York Auto Show, and the addition of a long list of unique options. When it goes on sale early this summer, the Dynamic Edition won't come cheap. Prices start at $146,045, which is $41,145 over a base RS7. The extra money allows opulent additions like Black Valcona honeycomb-stitched leather sport seats, Crimson Red seatbelts and interior stitching, Tornado Red brake calipers with the RS7 logo, Audi's Dynamic Ride Control suspension and a sport exhaust. It rides on 21-inch, five-spoke wheels with Gloss Black accents. Also carbon fiber pieces replace the front splitter, rear diffuser and engine cover. The DRC suspension is a late addition to the RS7's options list and comes standard on the Dynamic Edition. It uses three-stage adjustable dampers that are cross-linked and integrated into the driving mode selection and rear differential.
