Recharge Wrap-up: Chevy Spark EV in Canada, Audi to use Valeo electric supercharger

The Chevrolet Spark EV will become available to retail customers in Canada. "We're expanding our electric vehicle offerings to our customers by offering the 2016 Spark EV for retail sales in the growing EV markets here in Quebec as well as in Ontario and BC," says Chevrolet's Chris Hay. Four recreational vehicle companies in Texas have settled with the EPA over illegal import and sale of off-road vehicles. The 4,000-plus Hammerhead brand vehicles in question were imported without the proper certification, a violation of the Clean Air Act. Some vehicles lacked proper emission control equipment or were manufactured by a company not listed on the certificate application. The settlement totals $560,000 in civil penalties for the companies involved. Read more from the EPA. The Iowa Supreme Court has upheld the state's natural gas tax, which was challenged by the ethanol industry. Ethanol producers, which use natural gas to make ethanol, argued the complicated tax was unconstitutional, as it forced certain plants to pay more than their competitors. Taxes vary by location, and some plants have to tap into interstate pipelines at much higher tax rates rather than get it from a local utility. Now, ethanol producers will work to change the law. "My hope is that people understand that, something may be constitutional but that doesn't make it good public policy," says Iowa Renewable Fuels Association Executive Director Monte Shaw. Valeo says Audi will launch a vehicle using its electric supercharger next year, with other reports suggesting that car will be the Audi Q7. The company says other unspecified automakers will also use the technology in their vehicles. Will Audi surprise us with an all-electric SUV?

Audi may be looking to get seriously competitive in the electric vehicle market, according to a report from Reuters. The company has plans prepared for a range of EVs that would compete with the likes of BMW and Tesla. In a market where innovation is seen as valuable, getting on board with electrification could help Audi avoid appearing out of step with the rest of the crowd (and the market), with analysts predicting a sharp uptick in battery-powered cars in the next several years. Building on the E-Tron line, which already includes the A3 E-Tron, Audi will begin offering an electric version of its R8 supercar in Europe next year. According to two confidential sources at Audi, the company also has plans for high-performance electric sedans and SUVs. It appears as though Audi is taking direct aim at Tesla with alternatives to the current Model S and the upcoming Model X SUV. Advantage: Audi? Without getting into too many specifics about such plans, the sources did confirm the existence of blueprints for an Audi Q8 E-Tron. Audi has said that any future electric cars would have a target range of 400 kilometers (about 249 miles), but previous reports suggest that the Q8 E-Tron could have a range of about 370 miles. That could be a serious challenge for Tesla. Advantage: Audi? All the German automakers have electric tricks up their sleeves. BMW has its i line, with the i3 making headway and the i8 expected to sell well. Mercedes-Benz has gotten into the game the B-Class Electric Drive. Also, its parent company Daimler has a stake in Tesla. Now, Audi appears poised to launch its own diverse electric fleet, and the next move might just be an SUV. And while this added competition might seem like tough news for Tesla, the proliferation of EVs, and the growing infrastructure that goes along with it, is more likely a tide that raises all (electric) ships - something that Elon Musk seems to understand very well.

VW offers to buy back new diesels if bans introduced

By Maria Sheahan FRANKFURT, Germany — Volkswagen will buy back new diesel cars if German cities ban them, it said on Thursday, seeking to reassure potential buyers and stem a plunge in sales of diesel vehicles. Europe's biggest automaker also said it would extend incentives for buyers of new diesel cars. The moves come after a German court ruled last month that cities in the country could ban the most polluting diesel vehicles from their streets. Many German cities exceed European Union limits on atmospheric nitrogen oxide, known to cause respiratory diseases. Fears of bans have led to a plunge in demand for diesel vehicles, which are also key to carmakers' attempts to meet new EU rules on carbon dioxide (CO2) emissions. While diesel cars are heavily criticized for emitting nitrogen oxide, they spew out less CO2 than gasoline equivalents. Diesel car sales plunged 19 percent in Germany last month. At its core VW brand, Volkswagen said its buyback offer applied to new diesels bought between April 1 and the end of 2018 and would kick in if the city in which the buyer lived or worked banned diesels within three years of the purchase. It said its dealerships would buy back diesel vehicles affected by bans at their current value if their owners at the same time bought a new vehicle that was not affected by cities' driving restrictions. At Czech brand Skoda, the guarantee applies to cars bought between April 1 and the end of June, but will cover bans introduced within four years of the purchase date. At premium brand Audi, the offer only covers leased vehicles. Volkswagen also said it was extending to the end of June incentives for customers trading in older diesels for new ones. Fellow German carmaker BMW said earlier this month it would offer to take back leased vehicles if diesels were banned within 100 kilometers (62 miles) of the operator's home or place of work. There has been a global backlash against diesel-engine cars since Volkswagen admitted in 2015 to cheating U.S. exhaust tests. But Germany's government is seeking to avoid widespread bans on heavily polluting diesel vehicles, which companies say could cut the resale value of up to 15 million vehicles in Europe's biggest car market. In Germany, where motorists expect to drive powerful cars on motorways with no speed limits, any restrictions will be unpopular.
