Road & Track names its 2013 Performance Car of the Year

Road & Track recently staged its first annual Performance Car of the Year test, pitting 13 new and updated performance cars against each other on track, then graduating the top six to a road test before picking a winner. Additionally, the magazine staff picked the best automobiles of the year in eight categories.
But first, let's cover the PCotY segment. Germany says nein to EU ban on new fossil-fuel cars from 2035

BERLIN (Reuters) - Germany's government will not agree to European Union plans to effectively ban the sale of new cars with combustion engines from 2035, Finance Minister Christian Lindner said on Tuesday. In its bid to cut planet-warming emissions by 55% by 2030 from 1990 levels, the European Commission has proposed a 100% reduction in CO2 emissions from new cars by 2035. That means it would be impossible to sell combustion engine cars from then. European Parliament lawmakers backed the proposals this month, before negotiations with EU countries on the final law take place. Speaking at an event hosted by Germany's BDI industry association, Lindner said there would continue to be niches for combustion engines so a ban was wrong and said the government would not agree to this European legislation. Lindner, a member of the pro-business Free Democrats, which shares power with the Social Democrats and Greens, said Germany would still be a leading market for electric vehicles. Audi R8 E-Tron back on production map thanks to new battery tech?

Contrary to our October 2012 report, it appears Audi's R8 E-Tron program is back on track, if a report from Australia is to be believed. Drive is reporting that the German brand has changed its mind and won't be sacking the program, despite previously stated concerns about the quality and price of batteries for the R8-based EV.
We last saw the R8 E-Tron prototype in the snows of northern Europe, although footage of the car has been non-existent since that wintry test. This new report claims that a small number of R8 E-Trons will see production, which gels with what we heard back in 2012 and supposed earlier this year. Apparently, some new sort of lithium-ion battery technology has allowed for a drastic increase in range, with rumors of the original 130 miles going up to around 250. According to Drive, this makes the project feasible again.
"Our engineers and technicians are further developing the car and its electric drive system. The range has grown significantly, allowing the potential for a small-scale production," an unnamed, but high-ranking Audi employee told the Aussies.
