Recharge Wrap-up: Chevy Spark EV in Canada, Audi to use Valeo electric supercharger

The Chevrolet Spark EV will become available to retail customers in Canada. "We're expanding our electric vehicle offerings to our customers by offering the 2016 Spark EV for retail sales in the growing EV markets here in Quebec as well as in Ontario and BC," says Chevrolet's Chris Hay. Four recreational vehicle companies in Texas have settled with the EPA over illegal import and sale of off-road vehicles. The 4,000-plus Hammerhead brand vehicles in question were imported without the proper certification, a violation of the Clean Air Act. Some vehicles lacked proper emission control equipment or were manufactured by a company not listed on the certificate application. The settlement totals $560,000 in civil penalties for the companies involved. Read more from the EPA. The Iowa Supreme Court has upheld the state's natural gas tax, which was challenged by the ethanol industry. Ethanol producers, which use natural gas to make ethanol, argued the complicated tax was unconstitutional, as it forced certain plants to pay more than their competitors. Taxes vary by location, and some plants have to tap into interstate pipelines at much higher tax rates rather than get it from a local utility. Now, ethanol producers will work to change the law. "My hope is that people understand that, something may be constitutional but that doesn't make it good public policy," says Iowa Renewable Fuels Association Executive Director Monte Shaw. Valeo says Audi will launch a vehicle using its electric supercharger next year, with other reports suggesting that car will be the Audi Q7. The company says other unspecified automakers will also use the technology in their vehicles. Audi plans RS3 for US

Rejoice, performance-car fans. The Audi RS3 (pictured above) is probably coming across the Atlantic. If that happens, the US-market RS3 will likely be a sedan, not the five-door body style offered in Europe. Hot hatch fans might shed a tear at this news, but we'll the RS3 any way we can get it. Audi of America CEO Scott Keogh feels the same way. "We really, really want the RS3," he said to Automotive News. "I'm very confident we'll see that car in the market. That's as far as I'm going to go. In Europe, the RS3 Sportback packs a 2.5-liter turbocharged five-cylinder with 362 horsepower and 343 pound-feet of torque mated to a seven-speed dual-clutch gearbox. That grunt get to the ground via a torque-vectoring all-wheel drive system that can route up to 100 percent of the power to the rear wheels when necessary. The sprint to 62 miles per hour goes by in just 4.3 seconds. Of course, a tiny, hardcore sedan isn't on every buyer's shopping list. For those who want a little more room with their luxury, the Q8 is also on the way. "That is absolutely a car that we will see in the United States," Keogh said to Automotive News. The big crossover shares its platform with the next Q7, but will have sleeker bodywork similar to vehicles like the BMW X6 and Mercedes-Benz GLE Coupe. The Q8 is slated to launch in 2017 with US sales following the European debut. Recent rumors suggest that a fully electric E-Tron version could be part of the lineup as well. Audi's American arm isn't as crossover crazy as some other automakers, however. According to Keogh, the tiny Q1 CUV might not come to the US because it's not the right fit for the market. VW will reportedly offer cash to cheated diesel car drivers

If you're feeling burned by Volkswagen's decision to cheat on diesel emissions tests, you might get some compensation for your troubles. Sources for The Truth About Cars understand that VW will launch a "TDI Goodwill Program" that compensates diesel car drivers with cash in the form of prepaid cards. In the US, you'd get both a $500 universal card as well as a VW-only card worth $500 to $750. The automaker isn't confirming details just yet, but it tells the New York Times that it's planning an announcement on Monday. Dealers also tell the newspaper that they're aware of a program in the works, although they don't know the specifics. It may not include the expanded range of cars reportedly tainted by the scandal, though, since VW is denying claims that it cheated with some models. This isn't the only olive branch VW has been offering: it's been handing out deals to existing owners willing to hop into new vehicles, and there are more discounts than usual across the board. However, the goodwill effort would represent the first instance of VW directly compensating drivers who'd previously thought they were getting an eco-friendly machine. This isn't going to make up for years of unnecessary pollution, but it may represent the company's best hope of holding on to customers.
